Spolupráce EU a NATO

Abstract

Bakalářská práce se zaměřuje na spolupráci EU a NATO v oblasti vnější bezpečnosti. Jedná se o Společnou zahraniční a bezpečnostní politiku (zejména její součást – Evropskou bezpečnostní a obrannou politiku) na straně EU a působení v misích ze strany NATO. Cílem práce je analýza historických vztahů, současných pozic i prognóz budoucího možného vývoje EU a NATO s důrazem na jejich spolupráci v kontextu geografickém a institucionálním. První kapitola Společná zahraniční a bezpečnostní politika EU a působení NATO v Evropě se zaměřuje na pojem, historii a současnost SZBP a NATO, dále na současné akce a projekty EU a NATO, legislativní rámec obou organizací v bezpečnostní oblasti a oblasti zájmu ES/EU a NATO. Kapitola Transatlantická spolupráce EU a NATO se zabývá spoluprací EU a NATO v předmětné oblasti, analýzou vzniklých legislativních dokumentů, participací na spolupráci, společným akcím a projektům (operace, mise) a zhodnocení spolupráce. Poslední kapitola, Současné vztahy EU a NATO a perspektivy budoucího vývoje, je analýzou vzájemných vztahů organizací, vztahů mezi státy podle členství v organizacích, ambicí EU a NATO v bezpečnosti a zhodnocení působení SZBP a NATO. Závěr patří perspektivám vývoje SZBP, NATO a spolupráce těchto organizací je patrně částí s největší přidanou hodnotou.

This thesis focuses on the cooperation between the EU and NATO in the field of external security, namely on the EU's Common Foreign and Security Policy (European Security and Defense Policy branch in particular) and NATO's participation on missions. The objective of the thesis is to analyse historical relations and current positions of the EU and NATO and to offer a prognosis on the future development, particularly with respect to their mutual cooperation in geographical and institutional contexts. The first chapter, The Common Foreign and Security Policy of the EU and NATO's activities in Europe, focuses on the definition, history and present state of the CFSP and NATO, as well as on the EU's and NATO's current activities and projects, their legislative framework respecting security and the EC/EU's and NATO's realms of interest. The second chapter, Transatlantic cooperation between the EU and NATO, takes for its subject the cooperation between the EU and NATO in the area in question, an analysis of adopted legislative documents, participation on cooperation, joint activities and projects (operations and missions) and the evaluation of their cooperation as a whole. The final chapter, The EU's and NATO's current relations and perspectives for future development, analyses the organizations' mutual relations, the impact membership in these organisations has on the relations between states, the EU's and NATO's security ambitions and the evaluation of the CFSP's and NATO's work. The chapter concludes with the CFSP's and NATO's perspectives for future development and cooperation, this likely being the most substantial part of the paper.
