Analýza přístupů a dopadů metody Leader na rozvoj venkova

Abstract

V diplomové práci je pojednáno o problematice venkova, jejíž součástí se stala i metoda Leader snažící se o obnovení důvěry ve venkovský prostor a obnovení venkova obecně v zemích Evropské unie. Cílem diplomové práce bylo provést analýzu přístupů k metodě Leader v ČR a vyhodnocení dopadů příslušné koncepce prostřednictvím místních akčních skupin, zejména v rámci programového období 2007-2013, a to na základě subjektivně vybraných kritérií. V teoretické části diplomové práce byla použita metoda historická v souvislosti s objasněním vývoje potřeby a vzniku integrované politiky rozvoje venkova a byla využita statistická data k vymezení a charakteristice venkovského prostoru v České republice. V praktické části diplomové práce pak byla využita metoda indukce a dedukce k vymezení metody Leader a jejích potenciálních přínosů pro venkov, či metoda analýzy v souvislosti se zkoumáním přístupů k metodě Leader prostřednictvím řízeného rozhovoru s aktéry Leader v České republice. V souladu s vytýčeným cílem diplomové práce bylo provedeno vyhodnocení dopadů dané koncepce v podmínkách České republiky v období 2007-2013 s následnou komparací zjištěných přístupů a skutečných dopadů. Ze závěrů diplomové práce vyplývá, že metoda Leader v ČR má své opodstatnění. Jedná se o koncepci, která se snaží o obrácení centralizovaného rozhodování z mezinárodní, národní, regionální a někdy i komunální úrovně ve prospěch lidí, kteří jsou zde chápání a uznáváni jako nejlepší odborníci na své vlastní okolí a budoucnost.

The thesis discusses rural issues, part of witch became the method of Leader. This method seeks to restore confidence in the rural area and renewal of rural general in the countries of Euroepan Union. Aim of the thesis was to analyze the approaches to the Leder method in the the Czech Republic and evaluation of the impact of this concept through the aktivities of Local action groups, especially in the 2007-2013 programming period, based on subjectively selected criterias. In the theoretical part of the thesis, then, the method of induction and deduction was used for defining Leader method and its potential benefits for rural areas, or method of analysis for studying of the approaches to the Leader method through a guided interview with the Leader actors in the Czech Republic. In accordance with the stated aim of the thesis was made an evaluation of the impact of the scheme in terms of the Czech Republic in the period 2007-2013 followed by a comparison of the identified approaches and actual impacts. From the findings of the thesis follows that the Leader method in the Czech Republic has its reasons. This concept is trying to change the decision-making at the international, national, regional and local levels for the benefit of people, who are understood and recognized as the best experts on the local environment and their own future.
