Společná zahraniční a bezpečnostní politika Evropské unie se zaměřením na oblast terorismu a organizovaného zločinu

Abstract

Terorismus a organizovaný zločin představují velkou bezpečnostní hrozbu pro celý svět. Státy EU včetně ČR se snaží proti těmto nezákonným aktivitám bojovat vytvářením strategií a nových orgánů zaměřených na tuto problematiku, či spoluprací s ostatními zkušenějšími státy. Evropská unie pomáhá zlepšit bezpečnostní situaci v členských i nečlenských státech EU prostřednictvím zahraničních misí.

První část diplomové práce se zabývá teoretickým výkladem terorismu a organizovaného zločinu, dále jsou uvedena metodologická východiska a aktuální vývojové trendy těchto nelegálních aktivit. Druhá kapitola je zaměřena na Společnou zahraniční a bezpečnostní politiku EU s akcentem na terorismus a organizovaný zločin. V této kapitole jsou popsány změny provedené ve SZBP po přijetí Lisabonské smlouvy včetně jejích nedostatků. Konec druhé kapitoly je věnován operacím EU v rámci Společné bezpečnostní a obranné politiky. Třetí kapitola pojednává o opatřeních, strategiích, nástrojích a orgánech boje proti terorismu a organizovanému zločinu v České republice a EU. Na závěr této kapitoly je provedena komparace terorismu a organizovaného zločinu.

Terrorism and organized crime represent a major security threat to the entire world. States of the EU including the Czech Republic make efforts to fight against these illegal activities by creating strategies and new institutions focused on this issue as well as cooperate with other more experienced states. The European Union helps to improve the security situation in the EU and non- EU countries through foreign operations .

The first part of the thesis deals with the theoretical interpretation of terrorism and organized crime as well as the methodological basis and the current trends in these illegal activities. The second chapter is focused on the Common Foreign and Security Policy of the EU with an emphasis on terrorism and organized crime . This section describes the changes in the CFSP after ratification of the Treaty of Lisbon with its shortcomings. The end of the second chapter is devoted to the operations of the EU within Common Security and Defence Policy scope. The third chapter deals with the arrangements, strategies, instruments and institutions fights against terrorism and organized crime in the Czech Republic and the EU. The conclusion of this chapter is the comparison of terrorism and organized crime.
