Efektivita výdajů do zdravotnictví v zemích Evropské unie

Abstract

Cílem této práce bylo zjistit, zda se zvyšujícími se výdaji do zdravotnictví zároveň dochází ke zlepšování zdravotního stavu obyvatel v zemích Evropské unie. V teoretické části bylo pojednáno o problematice zdraví, zdravotnictví a bylo zjištěno prostřednictvím jakých ukazatelů lze tento vztah měřit. Empirické studie pak sloužily ke zjištění, které ukazatele jsou nejvhodnější. V praktické části byl předpokládaný vztah ověřován za pomocí vybraných ukazatelů a korelační analýzy. Zkoumaný vzorek tvořilo 27 zemí, jelikož takového počtu členských států dosahovala Evropská unie ve sledovaném roce 2012. Výsledkem korelační analýzy vzájemné závislosti výše výdajů do zdravotnictví a zdravotního stavu v Evropské unii bylo potvrzení existujícího vztahu, a to konkrétně mezi výdaji do zdravotnictví a čtyřmi ukazateli zdravotního stavu. S ukazatelem naděje dožití bylo dosaženo závislosti ve výši 72 %, s ukazatelem DALY negativní závislosti 64 %, s kojeneckou úmrtností také negativní závislosti 46 % a nakonec s délkou života prožitou ve zdraví pouhých 25 %. Zjištěné výsledky odrážejí skutečnost, že zdravotnický trh je velice odlišný od standardních konkurenčních trhů, protože vložené vstupy se neodrážejí ve stejné míře na výstupech, jako je požadováno.

The main objective of this bachelor thesis was to determine whether increase of health expenditures leads to improvement of health status of the population in the states of European Union. Theoretical part deals with health issues, health care and describes the possible methods that can be used to identify its relationship. Empirical studies are used to determine which indexes are most appropriate. Most plausible relationships are tested by selected indicators and correlation analysis in the practical part. Research sample consists of 27 countries, this number represents the summary of all European Union member states within reference year 2012. The result of correlation analysis of mutual dependence of health expenditures and health status in the European Union confirms existing relationship, specifically between health expenditures and four health indicators. The life expectancy indicator achieved dependency of 72 %, DALY indicator reached negative 64 % correlation, infant mortality indicator gets also negative 64 % correlation and finally healthy life years indicator reached 25 %. Observed results reflect the fact, that healthcare market is very different from the standard markets, because embedded inputs are not reflected to the same extent at the outputs, as required.
