Abstract

KOTALOVÁ, Nikol. Přístupy a nástroje v oblasti posilování resilience kritické infrastruktury. [Diplomová práce]. Ostrava: Vysoká škola báňská – Technická univerzita Ostrava, Fakulta bezpečnostního inženýrství, 2019. 81 s. Význam kritické infrastruktury je zásadní pro hospodářský růst a sociální udržitelnost společnosti. Její narušení by mohlo mít závažný dopad na zdraví, bezpečnost a blahobyt občanů a ekonomiku státu. Spolehlivost a resilience kritické infrastruktury je proto velmi důležitá. Tato práce se zabývá možnostmi posilování resilience v systému kritické infrastruktury. V teoretické části je provedena deskripce systému kritické infrastruktury v Evropě i v České republice a také vývoj vnímání resilience v jednotlivých oblastech. Analytická část práce se zaměřuje na metody hodnocení resilience kritické infrastruktury a na analýzu přístupů a nástrojů k posilování resilience. Tyto nástroje jsou následně klasifikovány na oblast organizační a technickou. Stěžejní částí diplomové práce je návrh komplexního přístupu k posilování resilience kritické infrastruktury. Podstatou tohoto návrhu je postup k posílení a zvýšení robustnosti, adaptability a obnovitelnosti prvku.

The value of critical infrastructure is essential for economic growth and maintaining social society. Its disruption could have severe impact on health, safety and well-being of citizens and state’s economy. Reliability and resilience of critical infrastructure is therefore very important. This paper is focused on the possibilities of strengthening resilience in critical infrastructure system. Critical infrastructure system description in Europe and also in Czech republic is in theoretical part as well as perception of resilience in specific areas. Analytical part of thesis is focused on evaluating methods for critical infrastructure resilience and on analysis of approaches and tools for resilience strengthening. These tools are furthermore classified as organizational and technical. Key part of diploma thesis is proposition of complex approach for critical infrastructure resilience reinforcement. The essence of this proposal is a procedure to strengthen and increase the robustness, adaptability and renewability of an element.
