Řízení druhotných surovin v kontextu přijetí nové legislativy

Abstract

Daná disertační práce se zabývá řízením druhotných surovin z plastových komunálních odpadů v podmínkách České republiky. Řízení druhotných surovin je řešeno v kontextu nové odpadové legislativy přijaté Evropskou unií a následně implementované do českého právního řádu. Nejzásadnějším požadavkem nové legislativy je zajištění recyklace odpadů. Cílem dané disertační práce je vytvoření modelů řízení druhotných surovin, které spočívají ve vhodném propojení jednotlivých procesů, jimiž druhotné suroviny v různé podobě prochází tak, aby byly dodrženy legislativní požadavky. Výchozím bodem jednotlivých modelů je sběr odpadů, následovaný procesem dotřídění a recyklace, včetně možností uplatnění vzniklých surovin. Na základě vícekriteriálního hodnocení jednotlivých variant byla následně zvolena optimální varianta, jež by měla vést ke splnění požadavků daných novou legislativou.

This dissertation deals with the management of secondary raw materials from municipal plastic waste in the conditions of the Czech Republic. The management of secondary raw materials is dealt with the context of the new waste legislation adopted by the European Union and subsequently implemented into the Czech legal system. The most fundamental requirement of the new legislation is waste recycling. The aim of this dissertation is to create management models of secondary raw materials, which consist in the appropriate connection of individual processes through which secondary raw materials pass in different forms, so that legislative requirements are met. The starting point of the individual models is the collection of waste, followed by sorting and recycling, including the possibilities of using the resulting raw materials. Based on a multi-criteria decision analysis of individual variants, the optimal variant leading to the fulfilment of the requirements set by the new legislation was chosen.
