Vliv vybraných fiskálních opatření na cenovou hladinu ČR

Abstract

Práce se věnuje nepříliš sledovanému tématu, kterým je vliv fiskální politiky na cenovou hladinu. Cílem práce je popsat vlivy vybraných fiskálních opatření a jejich dopad na cenovou hladinu ČR na základě jejího minulého vývoje. Práce je mimo úvod a závěr členěna do tří hlavních kapitol. V první kapitole je charakterizována fiskální politika, její funkce, cíle a nástroje, které používá k dosažení svých cílů. V závěru kapitoly jsou uvedeny účinky stabilizační fiskální politiky a fiskálních multiplikátorů. Druhá kapitola je věnována cenové hladině a roli, kterou má fiskální politika při její determinaci. Nejprve je zde popsána cenová hladina včetně způsobů jejího stanovení. Druhá část kapitoly obsahuje popis kanálů, kterými může vláda ovlivnit cenovou hladinu. Mezi popisované kanály patří agregátní poptávka, fiskální teorie cenové hladiny, úroková míra a také ceny mezd. Poslední kapitola se zabývá analýzou vybraných fiskálních opatření a jejich dopadů na cenovou hladinu ČR. Kapitola začíná vývojem cenové hladiny od roku 1990 a stručným popisem faktorů, které ovlivnily její vývoj. Následně je zkoumán vývoj nepřímých daní a cen mezd a jejich vliv na cenovou hladinu. Na konci kapitoly je provedeno shrnutí zjištěných souvislostí mezi fiskálními opatřeními a cenovou hladinou.

This thesis attends to not very monitored topic which is the influence of fiscal policy on the price level. The aim of the thesis is to describe the influences of selected fiscal measure and their impact on the price level in the Czech Republic based on its past development. The thesis is divided into three main chapters except the introduction and the conclusion. In the first chapter there is characterized the fiscal policy, its features, objectives and instruments which are used to achieve its aims. At the end of the chapter there are given the effects of the stabilizing fiscal policy and a fiscal policy multipliers. The second chapter is devoted to the price level and the role which the fiscal policy has got in its determination. Firstly there is described the price level including methods of its fixing. The second part of the chapter contains a description of the channels throughout which the Government can influence the level of prices. The aggregate demand, the fiscal theory of the price level, the interest rate and also the prices of wages belong into the channels that are described. The last chapter deals with the analysis of selected fiscal measures and their impact on the price level in the Czech Republic. The chapter starts by the development of the price level since 1990 and a brief description of the factors which have influenced its development. In consequence there is examined development of indirect taxes, prices of wages and their influence on the price level. The chapter ends with a summary of the findings made the links between fiscal measures and the price level.
