Fiskální regulace v EU - její vývoj a perspektivy

Abstract

Tato práce popisuje vývoj fiskální regulace v Evropské unii. Jednotlivé události jsou řazeny chronologicky. Úvodní kapitola se zabývá počátečními úvahami o fiskální koordinaci v 70. letech a jejich postupným vývojem až k Maastrichtským kritériím. Jednotlivá kritéria jsou podrobně analyzována s ohledem na popisovanou problematiku, tak aby bylo možné vystihnout kontinuitu vývoje fiskální regulace dalším směrem k Paktu stability a růstu. Obsah Paktu a jeho reforma z roku 2005 jsou tématem kapitoly druhé. V závěru kapitoly je zmíněno porušování pravidel obsažených v Paktu, což významně ovlivnilo následný průběh ekonomické krize v Evropké unii. Hospodařením států Unie v průběhu ekonomické krize se zabývá kapitola třetí. Zvláštní pozornost je věnována vývoji rozpočtových deficitů a výši celkového zadlužení zemí. Čtvrtá kapitola popisuje ekonomickou situaci v Evropě na začátku roku 2011 a přibližuje závěry z Evropského summitu v březnu 2011 v Bruselu, které mají pomoci vyřešit současnou dluhovou krizi v eurozóně.

This paper describes the evolution of fiscal control in the European Union. All events are sorted chronologically. The opening chapter deals with the initial considerations of fiscal coordination in the 70 years and them gradual evolution to the Maastricht criteria. Individual criteria are analyzed in detail with regard to the issues described, so that it can capture the continuity of the development of fiscal control in direction to the Stability and Growth Pact. Content of this Pact and its reform in 2005 are the subject of the second chapter. At the end of the chapter is mentioned violations of the rules contained in the Stability and Growth Pact, which significantly influenced the subsequent course of the economic crisis in Evropké Union. Chapter three deals with economy of the EU member states during the economic crisis. Particular attention is paid to development budget deficits and total debts of european countries. The fourth chapter describes the economic situation in Europe in early 2011 and brings the conclusions of the European Summit in March 2011 in Brussels, which have to hepl resolve the current debt crisis in the eurozone.
