Budoucnost politiky soudržnosti EU v programovém období 2014 - 2020

Abstract

The main task of the EU Cohesion Policy is to reduce disparities among the EU regions and to promote their development. Implementation of this policy is carried out in seven-year cycles and each new period is accompanied by certain changes to respond to the problems of its regions. This diploma thesis deals with the form of the EU Cohesion Policy in the programming period 2014 – 2020. Its aim is to present the future functioning of the EU Cohesion Policy at European, national and regional level. Another objective is to compare the current and future cohesion policy and assess the consequences of these changes for the Czech Republic and the Moravia-Silesia region. Based on the comparison of different programming periods of the EU Cohesion Policy, it can be confirmed that its future form should be simpler, more efficient, more transparent, more focused on specific objectives to support cohesion and competitiveness of the European regions and it should introduce new tools and approaches at all territorial levels in the EU.

Úkolem politiky soudržnosti EU je snižovat disparity mezi jednotlivými regiony EU a podporovat jejich rozvoj. Realizace této politiky probíhá v sedmiletých cyklech a každé nové období doprovází určité změny, které mají reagovat na problémy jejich regionů. Diplomová práce se zabývá problematikou podoby politiky soudržnosti EU v programovacím období 2014 – 2020. Cílem je představit budoucí fungování politiky soudržnosti EU na evropské, národní i regionální úrovni. Dalším cílem je komparovat současnou a budoucí politiku soudržnosti zhodnotit jaké důsledky přinesou tyto změny pro Českou republiku a Moravskoslezský kraj. Na základě komparace jednotlivých programovacích období politiky soudržnosti EU lze potvrdit, že její budoucí podoba by měla být jednodušší, efektivnější, transparentnější, více zaměřená na konkrétní cíle podporující soudržnost a konkurenceschopnost evropských regionů a měla by zavádět nové nástroje a přístupy na všech územních úrovních EU.
