Řízení a organizace zásahové činnosti jednotek požární ochrany při náhlých povodních

Abstract

Diplomová práce se zabývá organizací a řízením zásahové činnosti jednotek poţární ochrany při náhlých povodních. Soustředí se pak zejména na činnost a řízení sloţek IZS během náhlých povodní, které zasáhly území ČR v roce 2009. Je zde detailně analyzována činnost řídících orgánů na příslušných úrovních. Dále jsou zde rozebrány příčiny vzniku a moţnosti předvídatelnosti tohoto jevu. Na to úzce navazuje řešení problematiky protipovodňové prevence v návaznosti na systém hlásné a předpovědní povodňové sluţby. Nechybí zde rozbor současné organizace povodňové ochrany v ČR, zejména její legislativní části. V závěru je uveden návrh činnosti sloţek IZS po úniku vody z místa povodně a návrhy opatření k zmírnění následků náhlých povodní.

This Diploma Thesis deals with the organization and management of the rescue actions of the fire protection units during flash floods. The Thesis focuses especially on the actions and management of IZS units during the flash floods that affected the area of Czech Republic in 2009. There is a detail analysis of the different level’s control authorities’ activities in the Thesis. Further, the causes of origin and possibilities of predicting of this phenomenon are unjointed. The solving of the flood-prevention issue connected with the system of early warning service and the flood-prediction service is linked too. The analysis of the current flood-protection system in Czech Republic, especially its legislative part, is included. In the conclusion, there is a suggestion of IRS units’ actions after water leakage from the flood area and suggestions of measures to mitigation of consequences of flash floods.
