Postavení městského obvodu v rámci statutárního města

Abstract

Tato diplomová práce popisuje Postavení městského obvodu v rámci statutárního města. Cílem práce je zpracování analýzy problematiky fungování statutárních měst a jejich částí a zároveň provedení komparace městského obvodu a obce. Práce je rozdělena do tří části s výjimkou úvodu a závěru. V první, teoretické části se věnuje vymezení veřejné správy s důrazem na územní samosprávu a seznámení s pojmem obec. Dále se tato část zaměřuje na historický vývoj statutárních měst, seznamuje čtenáře se statutárními městy v České republice. Zabývá se mimo jiné také orgány statutárního města. Druhá teoretická část se zaobírá samostatnou a přenesou působností. Tyto pojmy jsou zde vymezeny nejdříve obecně a dále konkrétně tak jak jsou uvedeny ve statusech vybraných statutárních měst. Závěrečná, praktická část je věnována srovnání městského obvodu Plesná s obcí Bukovce v určitých, mnou vybraných oblastech.

This thesis describes the position of the district in statutory city. The aim is to prepare an analysis of the functioning of the issue of statutory cities and their parts, while the comparison of the district and the municipality. The work is divided into three parts with the exception of the introduction and conclusion. In the first, theoretical part deals with the definition of public administration with an emphasis on local government and familiarization with the concept of municipality. Furthermore, this section focuses on the historical development of statutory cities, acquaints readers with the statutory cities in the Czech Republic. It deals, among other things, the statutory city authorities. The second theoretical part deals with own and delegated responsibility. These terms are defined first in general and next specifically as set out in the status of selected statutory cities. The final part is devoted to practical compared district Plesná and municipality Bukovec in areas which I selected.
