Určování synergického účinku národní kritické infrastruktury

Abstract

Práce se zabývá problematikou hodnocení a implementace výsledků hodnocení synergického účinku prvků kritické infrastruktury do procesu posuzování kritičnosti prvků kritické infrastruktury. V úvodu je provedena deskripce současného stavu a vývoje kritické infrastruktury v rámci Evropské unie, se zaměřením na Českou republiku a jeho spojitost s problematikou vzájemných závislostí. Následně je provedena analýza problematiky vzájemných závislostí a druhů vazeb mezi prvky kritické infrastruktury. Současně byly analyzovány stávající přístupy a kritéria pro hodnocení a modelování synergických dopadů zprostředkovných těmito vazbami. Synergický účinek byl rovněž analyzován v kontextu vzájemné závislosti prvků kritické infrastruktury. V závěru práce je navržen proces hodnocení synergického účinku prvků kritické infrastruktury a jeho implementace do procesu posuzování kritičnosti prvků kritické infrastruktury.

The thesis deals about assessment and assessment results implementation of the synergic effect among critical infrastructure elements. The thesis describes present state and development in the field of the critical infrastructure in the European Union with focused on the Czech Republic and its connections with framework of interdependencies. This thesis makes more detail analysis of the interdependencies and kinds of linkages among critical infrastructure elements. Present approaches and criteria for assessment and modelling synergistic impact between critical infrastructure elements are presented too. Next, the thesis analysed synergistic effect in the context of interdependencies of the critical infrastructure element. Finally, thesis design process for assessment synergistic effect of the critical infrastructure element and its implementation to the process of assessment the criticality of critical infrastructure element.
