Fungování krizových štábů ORP bez vazby na vyšší stupně krizových štábů

Abstract

Cílem diplomové práce je posoudit možnosti ohrožení funkce krizového štábu obce s rozšířenou působností při selhání vazby na vyšší stupně krizových štábů. Úvodní část práce se zabývá popsáním veřejné správy v České republice a popisuje bezpečnostní systém České republiky. Další část se zaměřuje na právní rámec, který je nezbytný k řešení předmětné problematiky. Také práce popisuje zdolávání mimořádných událostí a krizových stavů bezpečnostním systémem České republiky. Dále se věnuje úloze a činnostem krizového štábu v dané oblasti působnosti. Závěr práce popisuje fungování krizových štábů obce s rozšířenou působností za normálního stavu, možné výpadky vazeb mezi krizovými štáby a popsání fungování krizového štábu obce s rozšířenou působností bez vazby na vyšší stupně krizových štábů.

The aim of the thesis is to consider the chances of the operation threats for the local emergency committee with extended scope of authority, in case of a communication failure to upper level emergency committee. Preliminary, the thesis is focused on the public administration description in the Czech republic and a characteristic of the Czech republic security system. Further part deals with a legal scope, which is essential for the issues solution. The description of the way the emergency events and emergency scenario are managed in the Czech republic is also included. The function and the operations taken by the emergency committee in a specific scope of activity are mentioned there as well. The thesis devotes to the normal operation conditions in the local emergency committee with extended scope of authority and possible communication failures between emergency committees. The description of a situation where no connection between the local emergency committee with extended scope of authority and upper level emergency committee exist, concludes the whole issue.
