Návrh efektivních taktických postupů nasazení hasičské mobilní techniky při lesních požárech v extrémních terénních podmínkách Žilinského kraje

Abstract

Dizertačná práca rieši problematiku týkajúcu sa možností výberu nasadenia vhodnej pozemnej mobilnej hasičskej techniky na hasenie a likvidáciu lesných požiarov v horských podmienkach Slovenska, a to ako po stránke jej technicko-operatívnych parametrov, tak aj prírodných pomerov daného zásahového obvodu. Okrem toho sa zaoberá aj stanovením efektívnych taktických postupov zdolávania a likvidácie lesných požiarov a dopravy vody na požiarisko s využitím výsledkov dynamického modelovania rozvoja lesného požiaru v prostredí FARSITE. Za jeden z kľúčových výsledkov dizertačnej práce možno označiť vytvorenie optimalizačného modelu slúžiaceho na výber vhodnej techniky na hasenie lesných požiarov na základe vopred definovaných kritérií. Ďalšou kľúčovou oblasťou je oblasť dynamického modelovania rozvoja požiaru v prostredí FARSITE, výsledky ktorého boli, spolu s výsledkami optimalizovaného výberu vhodnej hasičskej techniky do terénnych podmienok konkrétneho územia, použité pre analýzu a stanovenie efektívnych postupov zdolávania a likvidácie lesných požiarov na príklade požiaru vo Vyšnej Boci v novembri 2011. Z dosiahnutých výsledkov je zrejmé, že poznaním prostredia, vlastností techniky a následným stanovením efektívnych postupov zdolávania a likvidácie lesných požiarov v posudzovanom území možno významnou mierou prispieť k zníženiu škôd na životnom prostredí, čo má následne vplyv aj na výšku uchránených hodnôt, ktorá je sledovaná pri všetkých protipožiarnych zásahoch. V prírodnom prostredí najmä s ohľadom na cenu biotopov európskeho či národného významu.

Dissertation thesis addresses issues related to the selection of a suitable ground mobile firefighting equipment to deploy it to fight the forest fires in mountain conditions in Slovakia, based on its technical and operational parameters as well as natural conditions of the intervention territory. In addition, it also deals with the determination of effective tactical procedures to fight the forest fires and to ensure the water supply water to the fire site, using the results of dynamic modeling of forest fire development in FARSITE environment. One of the key results of the dissertation thesis is the creation of optimization model for the selection of suitable fire equipment for extinguishing forest fires based on predefined criteria. Another key area is the area of dynamic modeling of fire development in FARSITE environment, the results of which were, together with the results of an optimized selection of a suitable fire equipment for the field conditions of specific area, used for the analysis and determination of effective procedures for fighting the forest fires, based on an example of a fire that occurred in Vysna Boca in November 2011. From the results achieved, it is clear that knowledge of the environment, parameters of fire equipment deployed and subsequent determination of effective procedures for fighting the forest fires in the analyzed area can significantly help to reduce the damage to the environment, what also has an impact on the volume of preserved values that is observed in all fire-fighting interventions, in the natural environment, it especially considers the price of habitats of European and national importance .
