Bezpečnost osob v prostorech obchodních center

Abstract

Předkládaná disertační práce se zabývá problematikou bezpečnosti a ochrany osob v prostorech obchodních center. V teoretické části práci je popsán současný stav řešené problematiky zahrnující stručnou deskripci, vznik a vývoj obchodních center, sumarizaci získaných poznatků o rizicích a mimořádných událostech v obchodních centrech a uvedení stávajících bezpečnostních opatření v obchodních centrech v České republice i zahraničí. V teoretické části práce jsou dále uvedeny skutečnosti determinující primární cíl disertační práce a jsou formulovány sekundární cíle, očekávané výstupy, přístupy a omezení práce. K dosažení zmiňovaných cílů jsou popsány a následně použity zvolené metody vědeckého zkoumání rozdělené na metody obecné a metody specifické. V rámci analytické části je provedeno posouzení rizik působících na osoby v obchodních centrech. Jednotlivá rizika jsou analyzována z hlediska jejich projevů, příčin a dopadů, stávajícího způsobu kontroly, významnosti, očekávaného výskytu a odhalitelnosti prostřednictvím metody FMEA a z hlediska vzájemných vazeb mezi jednotlivými riziky prostřednictvím metody Analýzy souvztažností. Pro nejvýznamnější rizika vyplývající z výsledků těchto analýz je následně provedena analýza opatření vhodných k minimalizaci dopadů těchto rizik a k zajištění bezpečnosti osob v obchodních centrech. S ohledem na skutečnosti zjištěné v rámci analýz je navržen systém pro zajišťování bezpečnosti osob v prostorech obchodních center, v rámci kterého jsou stanovena vhodná opatření technického a organizačního charakteru k minimalizaci účinků nejvýznamnějších rizik a ke zvýšení bezpečnosti a ochrany osob v prostorech obchodních center.

The presented dissertation thesis deals with issues around safety and protection of persons in shopping centres, with integral approach. The theoretical part of thesis describes the current status of the addressed issue related to health and safety of persons in shopping centres including a concise description and development of the shopping centres, summary of knowledge about the risks and extraordinary events in shopping centres and description of the current safety measures that are used in shopping centres in the Czech Republic and in foreign countries. The theoretical part of thesis further includes facts determining the primary objective of the dissertation and formulates secondary objectives, expected outputs, approaches and limitations. In order to achieve the mentioned objectives, chosen methods of scientific research, divided in general and specific methods, are described and subsequently used. In analytical part of thesis is carried out an assessment of the risks associated with the safety of persons in shopping centres. The individual risks are analysed in terms of their influence, cause, potential effect, current process control, severity, probability of occurrence and detectability through the FMEA method and in terms of their interdependencies through the KARS correlation method. Based on the results of these analyses, the analysis of appropriate measures are carried out to minimize the impact of the risk events and to ensure the safety of persons in shopping centres. Considering the facts in the framework of analyses, a system for ensuring the people safety in the area of shopping centers is proposed. In terms of this system, appropriate technical and organizational measures are determined to minimize the impact of significant risks and to increase protection and safety of persons in the premises of shopping centers.
