Určování kritických prvků v oblasti železniční dopravy

Abstract

Disertační práce se zabývá problematikou určování kritických prvků v oblasti železniční dopravy. Práce je koncipována do tří navazujících částí. V rámci teoretické části je provedena deskripce oblasti železniční dopravy, deskripce dopravní infrastruktury a současného stavu určování prvků železniční kritické infrastruktury. Analytická část práce je zaměřena na analýzu přístupů k určování kritických prvků a analýzu oblastí pro definování kritérií určování kritických prvků v železniční dopravě. Stěžejní částí práce je návrh systému určování kritických prvků v železniční dopravě. Navrhovaný systém je zaměřen na hodnocení kritičnosti prvků železniční infrastruktury ve třech hodnotících fázích. První fáze se zaměřuje na hodnocení kritičnosti liniových prvků, druhá fáze na hodnocení bodových prvků a poslední fáze na hodnocení plošných prvků železniční dopravy. Pro každou fázi byla stanovena sada kritérií, která jsou zaměřena zejména na hodnocení významu, výkonu, rizik, možnosti objezdu, nahraditelnosti či složitosti prvku. Výsledkem hodnocení je procentuální vyjádření kritičnosti, která je základem pro určení kritických prvků liniového, bodového a plošného charakteru.

Dissertation thesis is focused on problematics of determination of critical elements in the railway transportation system. Dissertation is divided into three related parts. The theoretical part obtains description of railway transportation system, description of railway infrastructure and contemporary condition for determination of the railway critical infrastructure elements. Analytical part is focused on the analysis of approaches to the determination of critical elements and on the analysis of areas for criteria definition of determination of critical elements of railway transportation system. Crucial part of the dissertation is a proposal of system determination of critical elements in the railway transportation system. The proposed system is focused on the evaluation of criticality of elements of transport infrastructure. The evaluation process takes place in three phases. The first phase evaluates the criticality of the line elements, the second phase evaluates the criticality of the point elements and the third phase evaluates the criticality of the area elements. For each phase were determined specific criteria. Criteria are mainly focused on evaluation of the relevance, the performance, the risk assessment, the possibility of alternative, the substitutability or the complexity of an element. The result of this evaluation is the percentage expression of an element criticality. This expression is the basis for determining of critical line elements, point elements and area elements.
