Aspekty bezbariérových tras v zastavěném území

Abstract

Práce se zabývá hodnocením aspektů bezbariérových tras v zastavěném území. Tyto aspekty jsou sledovány na základě zvyšování dostupnosti služeb a potřeb, které jsou nedílnou součástí každodenního života. Do této problematiky pak vstupuje skupina osob se speciálními požadavky, a to osoby s omezenou schopností pohybu a orientace v prostoru. Tato skupina je ve veřejném prostranství nejvíce citlivá. Ve své první části práce definuje teoretické aspekty, které jsou popsány jednak určením cílových skupin uživatelů a následně také popisem prostředí. V úvodu byla skupina osob s omezenou schopností pohybu a orientace vyčíslena, a rozšířena také o uživatele ve věkových skupinách do 5 let a nad 65 let. Tyto skupiny dětí a seniorů mají rovněž speciální nároky na pohyb – figurují zde kompenzační pomůcky a snížená mobilita. Dále pak byly detailně popsány elementy zajišťující pohyb osob se sníženou orientací v prostoru. Prostředí bylo popsáno na základě principů a přístupů v jednotlivých evropských zemích, bariéry sledovány také detailně na území České republiky, kde ve městě Ostrava bylo provedeno mapování dopravních detailů. Tyto detaily byly později hodnoceny jednak analogií se standardy a následně poté pomocí vícekriteriální analýzy. Cílem disertační práce je popsat teoretická východiska a principy pro návrh bezbariérových konceptů měst tak, aby byla zajištěna stabilita potřeb pro osoby s omezenou schopností pohybu a orientace, a také aby se zajistil jejich provoz a údržba. Zejména návrh a správa bezbariérového konceptu bude cílena na průzkum dostupných nástrojů, které se dají využít v praxi. Koncepční a strategické plánování je úkolem obzvláště municipalit, jakožto hlavních správců veřejných prostranství. Na základě tohoto požadavku byly tedy prověřeny metody, které mohou být pro toto plánování přínosné. Jsou zde prověřeny nástroje síťových analýz, které se používají v prostředí geoinformačních software. V první části jsou tyto analýzy použity pro vytvoření zónování města, které vychází z předpokladů rozdílných vytížeností městských částí. Jsou zde definovány stěžejní faktory pro každou zónu tak, aby byla zachována bezpečnost uživatelů po celou dobu. Dále je zde popsáno vytvoření trasy na základě spojnice objektů, což je následně převedeno na skript, který je spustitelný v prostředí geoinformačního softwaru.

The dissertation deals with an evaluation of aspects of barrier-free routes in the urban area. The accessibility of needs and services follows the elements, which create a base of daily needs. The groups of disabled or visual impaired people are included, as the most sensitive factor of users in the urban space. It defines the theoretical aspects of essential users’ descriptions as well as of the environment, in the first section. In the beginning, the amount of disabled and visually impaired persons calculated and extended with two age groups- under five years and over sixty-five years. These two groups also have unique needs for movement with aid and reduced mobility too. In the next step of the theory, the thesis describes the elements, which provide the possibility of motion for users with reduced orientation in the space. The aims of the thesis are the theoretical determination of principles and ensuring the operating processes and services. Those two ideas stabilize the barrier-free concepts as well as provide safety. Design and operating processes will be included in the requirements for the optimization tools. The conceptual and strategical planning is a task mostly for municipalities, as the main responsible subjects in this case of the public area maintenance. Based on this requirement, methods that may be a benefit for this planning have been examined. Research tests network analysis tools, which are used in the geoinformation software. In the first part, analyzes and creates the zoning of the urban area, which is based on the assumptions of different utilization for the city districts. Here, the core factors for each zone are defined to maintain user safety at all period. Next, the creation of a route based on a link of objects is described. Then the process is rewritten to a script that is executable in the geoinformation software environment.
