Návrh ochrany měkkého cíle – obchodního centra

Abstract

Diplomová práce se zabývá návrhem ochrany měkkého cíle - obchodního centra vůči teroristickým útokům a násilným trestným činům. V teoretické části je provedena rešerše právních a normativních předpisů vztahující se k fyzické ochraně obchodního centra a vyhodnocení historického vývoje události útoku na klienty obchodních center. V praktické části je řešen aktuální stav bezpečnosti obchodního centra. Na tuto kapitolu navazuje vyhodnocení ohroženosti měkkého cíle podle metodiky Ministerstva vnitra a posouzení závažnosti scénáře úmyslného útoku podle postupu uvedeného v článku Posouzení bezpečnostních rizik metodou fuzzy logické dedukce. Na základě těchto analýz jsou vypracovány návrhy bezpečnostních opatření pro minimalizaci rizik úmyslného ohrožení obchodního centra. V poslední části je provedena verifikace posouzení rizik s ohledem na navržená opatření a výběr bezpečnostně a ekonomicky výhodné varianty.

The diploma thesis deal with the proposal of protection of soft targets – shopping mall against terrorist attacks and violent crimes. In the theoretical part is a review of legal and normative regulations related to the physical protection of the shopping center and the evaluation of the historici development of the attack on klients of the shopping centers. The practical part deals with the current situation of safety in the shopping center. Next chapter evaluates the vulnerability of the soft target according to the metodology of the Ministry of the Interior and the assessment of the severity of the intentional attack scenario according to the procedure in the article Assessment of security risk using the fuzzy logical deduction method. Based on these analysis, the security measures were designed to minimize risks of intentional threats at the shopping center. The risk assessment is verified with respect to the proposed measures. A selection of a secure and economically advantageous options is done in the last part.
