Nakládání s odpady vzniklými při mimořádných událostech a krizových situacích

Abstract

Odpadové hospodářství je velmi široká oblast, jejíž nemalou součást tvoří problematika nakládání s odpady. Mimořádné události a krizové situace, v návaznosti na jejich rozsah a závažnost, generují nezanedbatelné množství odpadu. V této práci je popsán současný stav problematiky nakládání s odpady, které vznikají při mimořádných událostech a krizových situacích, zejména se zaměřením na provazbu legislativy odpadového hospodářství a krizového řízení. Jsou zde charakterizovány vybrané typy antropogenních mimořádných událostí a krizových situací, které byly identifikovány jako nebezpečí s nepřijatelným rizikem, druhy odpadů, které generují a nakládání s nimi. Následně jsou popsány zahraniční zkušenosti a metodiky v oblasti řešení nakládání s odpady vznikajícími v důsledku přírodních katastrof. Závěr práce tvoří vyhodnocení stavu řešené problematiky.

Waste management is a very wide area, an important part of which is the issue of waste management. Emergencies and crisis situations, due to their extent and severity, generate a significant amount of waste. This work describes the current state of waste management, which arises during emergencies and crisis situations, especially focusing on the implementation of waste management legislation and crisis management. It characterizes selected types of anthropogenic emergencies and crisis situations that have been identified as hazards with unacceptable risk, the types of waste they generate and their management. Subsequently, foreign experience and methodologies in the field of dealing with waste arising from natural disasters are described. The conclusion of the work is an evaluation of the state of the problem.
