Algoritmizace činností krizových štábů

Abstract

Tato práce se zabývá analýzou činností krizových štábů, detailně mapuje činnost krizových štábů krajů, navrhuje postup pro porovnání vhodnosti algoritmů pro určitou činnost, navrhuje standardizovanou strukturu krizového štábu kraje a navrhuje postup řešení pro tři typy krizových situací – povodeň, dlouhodobé sucho a epidemie. Cílem práce je prozkoumat existenci a efektivitu stávajících algoritmů řešení krizových situací používaných krizovými štáby a na základě této analýzy navrhnout standardizované algoritmy s ohledem na zákonné požadavky a očekávání zúčastněných stran. To zahrnuje komplexní analýzu činností štábů, návrh porovnání efektivity algoritmů a analýzu informačních toků. Výstupem výzkumu je navržení standardizované struktury krizového štábu, která umožní efektivní řešení širokého spektra krizových situací. Porovnání kandidátních algoritmů je provedeno s využitím multikriteriální analýzy, pro kterou jsou stanovena kritéria (ochrana osob, ochrana zvířat, ochrana majetku a přínos k pohodlí) a jejich váhy. Standardizovaná struktura stanovuje množinu osob, která je schopna řešit většinu pravděpodobných typů krizových situací. Motivací pro tuto práci je snaha pomoci bývalým kolegyním a kolegům ze Stálé pracovní skupiny Krizového štábu Jihočeského kraje při řešení mimořádných událostí a krizových situací. Přínosem práce je stanovení postupů pro usnadnění náročné činnosti členů krizových štábů definované ve výše zmiňované metodice ke zvýšení výkonnosti krizového štábu.

This dissertation deals with the analysis of the crisis staff' activities, a detailed mapping of the activities of regional crisis staffs, proposes a method for comparing the fitness of algorithms for certain activities, outlines a standardized structure of the regional crisis staff, and proposes a procedure for dealing with three types of crisis situations - flood, long-term drought, and epidemics. The aim of the thesis is to examine the existence and effectiveness of existing algorithms for dealing with crisis situations used by crisis staffs and based on this analysis to propose a standardized algorithms regarding legal requirements and expectations of the stakeholders. This includes a comprehensive analysis of the staffs' activities, a proposal for comparing the effectiveness of the algorithms and an analysis of information flows. The research output is the design of a standardised structure of crisis staffs that will provide an effective solution to a wide range of crisis situations. The comparison of candidate algorithms is performed using a multicriteria analysis with defined criteria (protection of people, protection of animals, protection of property and contribution to comfort) and their weights. The standardized structure determines the set of persons capable of dealing with the most likely types of crisis situations. The motivation for this work is the desire to help former colleagues of the Permanent Working Group of Crisis Staff of the South Bohemian Region in dealing with emergencies and crisis situations. The contribution of the thesis is the definition of procedures to facilitate the demanding activities of crisis staff defined in the above-mentioned procedure to increase the efficiency of the crisis staff.
