Bezpečnostní aspekty integrace cizinců v ČR

Abstract

Předložená bakalářská práce se zabývá problematikou bezpečnostních aspektů integrace cizinců v České republice. Cílem práce je analyzovat integrační politiku státu, vyhodnotit její účinnost a zhodnotit charakter kriminality páchané cizinci na území ČR. Úvodní část práce se věnuje teoretickému ukotvení pojmu integrace, představuje institucionální rámec integrační politiky a popisuje jednotlivé nástroje pro integrace cizinců. Následuje přehled hlavních bariér integrace a postoje české společnosti k migrantům. Praktická část využívá kombinaci statistické analýzy a obsahové analýzy odborných a mediálních dokumentů. Je věnována pozornost vývoji trestné činnosti cizinců, páchané kriminality a regionálním rozdílům v páchané kriminalitě. Slabé stránky však byly identifikovány v oblasti rovného přístupu k integračním službám, absence evaluace účinnosti nástrojů a regionálních nerovností. Závěrečná část shrnuje aktuální trendy v migrační politice a přináší návrhy na doplnění stávajících opatření s důrazem na kvalitativní vyhodnocování. Práce poskytuje souhrnný pohled na souvislost mezi integrací a bezpečností a přispívá k diskusi o udržitelném řízení migrace v českém prostředí.

The presented bachelor thesis deals with the issue of security aspects of integration of foreigners in the Czech Republic. The aim of the thesis is to analyse the integration policy of the state, to evaluate its effectiveness and to assess the nature of crime committed by foreigners on the territory of the Czech Republic. The introductory part of the thesis is devoted to the theoretical anchoring of the concept of integration, presents the institutional framework of integration policy and describes the individual instruments for the integration of foreigners. This is followed by an overview of the main barriers to integration and the attitude of Czech society towards migrants. The practical part uses a combination of statistical analysis and content analysis of professional and media documents. Attention is paid to the development of criminal activities of foreigners, the crime committed and regional differences in the crime committed. However, weaknesses have been identified in the areas of equal access to integration services, lack of evaluation of the effectiveness of instruments and regional inequalities. The final section summarises current trends in migration policy and makes suggestions for complementing existing measures, with an emphasis on qualitative evaluation. The paper provides a comprehensive perspective on the link between integration and security and contributes to the debate on sustainable migration management in the Czech environment.
