Procesní analýza řešení krizových situací

Abstract

Diplomová práce je zaměřena na problematiku tvorby a aktualizace projektu řešení krizové situace (ve směru záchranném dle krizového zákona č. 240/2000 sb.) pomocí již existujících nástrojů. Úvodní část definuje a rozebírá terminologii nutnou pro uvedení do problematiky krizového řízení a metodiky tvorby a aktualizace projektu řešení krizové situace. Druhá část obsahuje kompletní procesní analýzu metodiky tvorby a aktualizace projektu řešení krizové situace pomocí formálních i neformálních metod. Tato analýza metodiky modeluje jednotlivé navzájem na sebe navazující moduly metodiky. Část třetí obsahuje popis nástroje „CPN Tools“ a nástroje „BP Studio“ pro možnou specifikaci a analýzu vytvořených procesů. U každého z uvedených nástrojů nalezneme příklad jeho použití v procesní analýze výše uvedených procesů. Závěrečná část ilustruje možné použití procesu reprezentujícího metodiku pro řešení krizové situace typu „povodeň velkého rozsahu“. Součástí ilustrativního příkladu je také popis vzájemné spolupráce na řešení krizové situace s nástrojem Floreon.

The thesis is focused on creating and updating a project for disaster management (in the direction of emergency rescue by Act No. 240/2000 Coll.) with usage of existing tools. Introductory section defines and discusses the terminology necessary for entry into the problems of disaster management and methodology of creating and updating a project of disaster management. The second part contains a complete process analysis methodology for creating and updating a project for disaster management through formal and informal methods. This methodology analysis models every module of the methodology. Part Three contains a description of the tools "CPN Tools" and tools "BP Studio" for a possible specification and analysis of the created processes. For each of these tools we will find an example of its use in process analysis of the above processes. The final section illustrates the process of representing the possible use of a methodology for dealing with crisis situations such as "large-scale flood”. Illustrative example contains a description of mutual cooperation to solve crisis with Floreon tool.
