Cenová kontrola – nástroj cenové politiky

Abstract

V předkládané bakalářské práci je přestaven vývoj cenové politiky České republiky od roku 1990 do 31. 10. 2009. Popsán je vývoj trhu po cenové liberalizaci a potřeba jeho ochrany v podmínkách tržní ekonomiky. Následně jsou představeny cenové regulační a kontrolní orgány dle jejich působnosti. V další části je zpracován přehled platných cenových předpisů, zahrnujících zejména přehled způsobu cenové regulace. V této části byl proveden exkurz do cenové politiky Československé republiky od jejího vzniku. Cenovým kontrolám byla věnována samostatná část, popsán je způsob provádění cenové kontroly a navazujícího správního řízení. Na praktickém příkladu je uvedena aplikace cenové kontroly v praxi, konkrétně kontrola cen ve stanici měření emisí. Na závěr bakalářské práce jsou uvedeny přínosy cenové kontroly a návrhy na legislativní změny pro působnost výkonu cenových kontrol.

In the submitted Bachelor Thesis, the development of pricing policy of the Czech Republic from 1990 to 31 st October 2009 is introduced. The market development after the price liberalization and the need of the market protection under free market economics are described. Sequentially, pricing regulatory and control authorities are introduced according to their field of activities. In the following part, the overview of valid price directives is put together comprising especially the overview of price regulation mechanisms. In this part, an introduction of a pricing policy of the Czechoslovak Republic from its origins was hade. An extra part was devoted to price controls; mechanisms of carrying out price controls and consequential administrative hearing is described. On a practical example, the application of a pricing control in praxis is demonstrated, specifically the control of prices in exhaust-emission measurement station. The Bachelor Thesis is concluded by stating the contributions of a pricing control and legislative changes proposals for sphere of performing the pricing controls.
