Management jakosti v prostředí Celní správy České republiky

Abstract

V předložené práci je zpracován přehled používaných systémů řízení kvality a doporučena aplikace modelu sebehodnotícího rámce (CAF) v prostředí Celní správy České republiky. V první části je uveden historický vývoj těchto systémů a popsány systémy managementu kvality na bázi norem ISO 9000 a TQM. Dále je v práci v základech charakterizována Celní správa České republiky a uvedeny její kompetence, které mají vazbu na zákazníka, občana a další zainteresované strany. Následuje analýza současného stavu v celní správě z hlediska systémů řízení kvality. V další části je navrženo aplikování modelu řízení kvality prostřednictvím společného hodnotícího rámce – model CAF v rámci celé organizace. Na závěr práce je zařazen doporučený postup aplikace modelu CAF a některá východiska zavádění systémů řízení kvality.

In the submitted thesis I compiled the list of used quality control systems and recommended the application of the Common Assessment Framework (CAF) to the Czech Customs. In the first part there is mentioned the historical development of these systems and there are described the systems of the quality management based on the ISO9000 Norm and Total Quality Management (TQM). Also there is shortly characterized the Czech Customs and described its competences that are connected with customers, citizens and other interested persons. This is followed by the analysis of the present state of the Customs Administration in term of the quality control systems. In the next chapter there is a recommendation of applying the control system to the whole organization by means of the CAF. In conclusion there is described the recommended method of CAF application and some basis of introducing the quality control systems.
