Povodňový plán společnosti Honeywell Aerospace Olomouc s.r.o.

Abstract

Pro téma své diplomové práce Povodňový plán Honeywell Aerospace Olomouc s. r. o. jsem se rozhodl z několika důvodů. Hlavním, ale byla snaha zaměřit se na jednu z nejhorších přírodních katastrof postihující naše území a vytvořit plán, který by bylo možné použít při vzniku této neočekávané živelné pohromy. Práce obsahuje celkem sedm kapitol, které jsou z důvodu lepší orientace a větší přehlednosti dále rozděleny do podkapitol. První kapitolu tvoří úvod, který blíže vysvětluje výběr tohoto tématu jako diplomové práce. Druhá kapitola nás obecně seznámí s povodněmi a dále nám zde objasní základní terminologii, která je s tímto tématem v úzké souvislosti. Jsou zde definovány a objasňovány pojmy, jako jsou například: povodně, faktory ovlivňující vznik a výskyt povodní, maximální průtok, povodňová vlna, přirozené a zvláštní povodně atd. Kapitola třetí je věnována krizovému managementu, který s povodněmi úzce souvisí. Jeho cílem je předcházení vzniku rizikových situací a zajistit jejich zvládnutí. Dále jsou zde zmíněny pojmy, jako je např. krize, krizové řízení, povodňové krizové řízení a jeho orgány. Rovněž jsou zde uvedeny zákony a legislativní zdroje. Čtvrtá kapitola je zaměřena na předpovídání povodní a stupně povodňové aktivity. V páté, stěžejní kapitole, je povodňový plán firmy Honeywell Aerospace Olomouc s. r.o. Pracuje se zde s těmito pojmy: fakta o řece Bystřici, základní údaje firmy, objekty a seznamy nebezpečných látek a jejich vlastnosti. Dále se tato kapitola věnuje stupňům povodňové aktivity a jejich vyhlašováním. Jsou zde rovněž uvedeny povodňové komise obce i společnosti, jejich funkce a činnost komise při jednotlivých SPA. Graficky i teoreticky jsou zde zmíněny ústupové cesty, kanalizace, evidenční činnosti a důležitá telefonická spojení. Tato kapitola je pro lepší názornost a orientaci doplněna obrázky a tabulkami. Kapitola šestá je věnována vyjmenováním možných havarijních stavů a postupů při jejich vzniku způsobenými povodněmi. Jsou zde rovněž zmíněny obecné postupy vycházející z platných předpisů a obecná opatření pro případ havárie. V poslední části - závěru dochází k sumarizaci poznatků a závěrečnému shrnutí.

There are many reasons why I decided for theme Flood plan Honeywell Aerospace Olomouc Ltd. as a diploma thesis. The main reason was to put my mind on the worst natural disaster which concerns the area of the Czech Republic and create a plan which can be used when the unexpected natural disaster comes. The work contains seven chapters overall which are divided into the subchapters because of better lucidity. The first chapter contains preamble explaining the reason why I decided to write about this theme. The second chapter makes us acquainted with the floods and explains the basic terminology which is closely associated with the theme. The third chapter is devoted to the crisis management which is closely connected with floods and whose main object is to prevent these situations and their encompassment. At the end of the third chapter there is mentioned a landscape planning, a protection before floods, the laws and legislative sources. The fourth chapter is focus on the prognostication of the flood and the levels of flood activity. In the fifth pivotal chapter is flood plan of the Honeywell Aerospace Olomouc Ltd. Here is working with these notions: facts about the river Bysřice, basic data about firm, objects and the lists of the dangerous substances and their properties. Farther this chapter is attending to the levels of flood activity and their enouncing. There are mentioned here the flood committee of the municipal corporation Hlubočky and the firm flood committee, their activity and the flood committee activity during the single levels of flood activity. Graphically, theoretically are mentioned here the escape ways, canalization, evidence activity and important phone connections. The work is supplemented by budget sheets and pictures for better clearness and lucidity. The sixth chapter is devoted to specifying of emergency conditions and the processes during their beginning evoking by floods. There are mentioned generally processes flowing from the valid regulations and generally processes in the case of disaster. The last part of this work contains a final summary. There is obvious effort to minimize the flood losses. This part includes proposed actions as well.
