Vliv území na zdolávání mimořádných událostí

Abstract

Diplomová práce popisuje, jakým způsobem ovlivňuje území zdolávání mimořádných událostí a plošné pokrytí základních složek integrovaného záchranného systému. Je objasněna příprava území na mimořádné události v rámci územního rozvoje a managementu bezpečnosti. Popisem všeobecné situace jsou popsány vlivy geografie, meteorologie a časového faktoru. V poslední části je zkoumána operativní situace jednotek požární ochrany Zlínského kraje. Díky této analýze získáme přehled o silách a prostředcích, které jsou v tomto kraji k dispozici. Je uvedena stručná charakteristika Zlínského kraje s analýzou rizik. Na závěr jsou provedeny vybrané analýzy, které zkoumají vlivy území na činnosti jednotek požární ochrany při zásazích u mimořádných událostí.

The thesis describes the way in which extraordinary events and surface coverage of basic units of integrated rescue system influence the territory. It clarifies the preparation of the territory for the extraordinary events within the territorial development and security management. We can find there the description of the influences of geography, meteorology and time factor. The last part of the thesis examines the operative situation of the fire brigade of Zlín district. Thanks to this analysis we can gain overview of the forces and tools accessible in this district. Further it brings in a short characteristic of Zlín district with the risk analysis. At the end of the Thesis there are some chosen analysis implemented which inspect the effects of the territory on the function of the fire brigade intervention in the extraordinary event.
