Abstract

Disertační práce se zabývá problematikou těţby hnědého uhlí v České republice. Hodnotí současný stav na jednotlivých těţebních společnostech a výhled ve vazbě na platná usnesení vlády ČR č. 444/1991 a č.1176/2008, kterými jsou stanoveny pro jednotlivé lokality závazné linie omezení těţby a výsypek. Konstatuje výrazný pokles produkce hnědého uhlí po roce 2020 bez adekvátní náhrady. Koncepce státní energetické politiky měla být v tomto ohledu upřesněna do roku 2005, ale k tomu nedošlo. Stále se vedou odborné diskuze na téma zajištění dostatku elektrické energie v budoucnu, ale i přes výrazný útlum těţeb bude podíl hnědého uhlí nezastupitelný. Cílem disertační práce je vypracovat analýzu a výhled těţby hnědého uhlí do roku 2060 na jednotlivých lokalitách severočeském a sokolovském revíru. Poukázat na nezbytnost prolomení platných limitů na lomu ČSA, protoţe jinak tento lom ukončí těţbu v roce 2017 se všemi negativními dopady. Prokázat, ţe v současné době stanovené závazné linie omezení těţby jsou nadbytečné, protoţe pokud těţař nevyřeší střety zájmů, které v případě lomu ČSA představují zejména přesídlení obcí Černice a Horní Jiřetín, nedostane od státní báňské správy povolení hornické činnosti.

This thesis deals with the problematics of brown coal mining operations in the Czech Republic. It evaluates the current condition of particular mining companies and the outlook in connection with the valid government decree ČR nr. 444/1991 and nr. 1176/2008, which defines the obligatory mining limits and dumps for each particular location. It claims a steep drop in brown coal production after the year 2020 without adequate substitute. The concept of the national energy policy in this matter should have been more closely specified by the year 2005, but that did not happen. There are still ongoing expert discussions on the topic of securing enough electrical energy in the future, but even over a steep drop in mining operations the brown coal share will remain unsubstitutable. The aim of the thesis is to draw up an analysis and the outlook of brown coal mining operations up to the year 2060 in particular locations of the North Bohemian and Sokolov mining district. To point out the necessity of breaking the current mining limits of the ČSA mine, because otherwise the mine will finish its operation in 2017 with all the negative impacts. To prove, that the currently established obligatory mining limits are redundant, because until the miner solves the interest collision, which is in the case of the ČSA mine presented by the relocation of the Černice and Horní Jiřetín villages, he will not receive the permission for mining operations from the national mining authorities.
