Optimalizace hasebních obvodů na území hlavního města Prahy

Abstract

Úvodní části této diplomové práce popisují základní pojmy a principy v souladu s požadavky vyhlášky a plošného pokrytí sil a prostředků vztažené na území hl. m. Prahy. Zároveň obsahuje některé informace související s koncepcí požární ochrany v hlavním městě. Uvedené základní pojmy v úzkém slova smyslu souvisejí s problematikou určení a aplikace hasebních obvodů na tomto území. Následně byl také proveden stručný výčet zvolených citací ze zákona, vyhlášek a nařízení, které jsou s touto problematikou spojeny. Také byly shrnuty elektronické systémy používané u HZS hl. m. Prahy, resp. jejich části, které obsahují údaje k výjezdům jednotek požární ochrany, včetně popisu smyslu a koncepce Výjezdové tabulky, která plní funkci databázového prostředí pro systém GIS. Dále byl proveden výčet vybraných faktorů, ovlivňujících dojezdové časy jednotek požární ochrany od okamžiku výjezdu, až po příjezd na určené místo. Nadále bylo provedeno zhodnocení Výjezdové tabulky, zabývající se zmíněnými dojezdovými časy, které byly využity ke zpracování do Výjezdové mapy podle zvolených časových rozhraní. Na základě uvedených poznatků byl proveden návrh změn tvorby hasebních obvodů dle zobrazených dojezdových časů hasičské stanice č. 3 – Holešovice a jejich využití pro systém postupné optimalizace této tvorby. Závěrem byla provedena úvaha o využití výsledků optimalizace dojezdových časů jednotek požární ochrany v činnosti stavební prevence a operačního řízení.

The introductory sections of this thesis describe the basic concepts and principles in accordance with the requirements of the Decree and blanket coverage of forces and resources related at the city of Prague. It also contains some information related to the concept of fire protection in the capital city. The basic concepts in the strict sense associated with issues of identifying and extinguishing circuit applications in the area. A brief list of selected quotations from the law, decrees and regulations which are associated with this issue was subsequently made. The electronic systems used by Fire and Rescue Brigade City of Prague, resp. parts that contain information on the outs of fire protection, including a definition and concept of the Exit table that serves as a database environment for the GIS system were summarized. A list of selected factors influencing the response times of fire protection units from the moment of departure to arrival at the designated location. An evaluation of Exit tables was also made, dealing with these splash response times that were used for processing into Exit maps by selected time interface. Based on these findings the draft amendment of extinguishing circuit creating by displayed response time of fire station no. 3 - Holešovice and their use for gradual optimization system of creating was carried out. Finally, considerations about the result use of optimized response times of fire protection units in building prevention activities and operating procedures were generated.
