Vývoj přípravy je sledován od 30. let minulého století po současnost. Součástí práce je i navržení systému přípravy všech skupin obyvatelstva, aby tento systém odpovídal současné koncepci ochrany obyvatelstva do roku 2013 s výhledem do roku 2020. | cs |

The evolvement of emergency readiness has been monitored since the 1930s. The dissertation contains an emergency readiness concept for all groups of citizens.
