| dc.description.abstract | Předmětem příspěvku je shrnutí podstatných faktorů, mající vliv na trh s byty. Jedná se o
stanovení obecně závazných podmínek týkajících se tvorby nabídky a poptávky, v druhé řadě pak o
vyjmenování zásahů veřejné moci a veřejné správy, které mohou obecné podmínky zásadně ovlivnit.
Stát uplatňuje svou roli prostřednictvím své fiskální funkce, kde klíčovými slovy jsou stabilizace,
motivace a sociální rovnováha. Hlavní zásady pak stanovuje v oblasti legislativy a tvorbě podpůrných
nástrojů. Specifickou situací je pak selhání trhu s byty a hledání jeho příčin. | cs |

is the determination of generally binding conditions for the creation of supply and demand, then in

may significantly affect the general conditions. State exercises its role through its fiscal function,
where the key words are stabilizing, motivation and social balance. Then it sets the main principles in
the areas of legislation and the creation of support tools. The specific situation is the failure of the
