Korupce v České republice

Abstract

Cílem diplomové práce ,,Korupce v České republice“ je nejen teoretické zkoumání korupce, ale také zaměření se na výskyt korupce v České republice a na možnosti jejího eliminování, neboť toto téma je s přibývající dobou čím dál více aktuálnější. Práce je rozdělena do třech dílčích kapitol, mimo úvod a závěr. Druhá kapitola pojednává o teoretickém vymezení korupce. Zmíněna je zde nejen samotná definice dle různých mezinárodních institucí či autorů, ale také korupce z pohledu starověkých filozofů a středověkých učenců. Opomenuty nesmí být ani typy a formy korupce, příčiny a důsledky korupce. Třetí kapitola je zaměřena na měření korupce a možnosti jejího omezování z pohledu mezinárodních institucí a samotné Evropské Unie. Mezi celosvětově nejpoužívanější index měření korupce patří index vnímání korupce (CPI), každoročně zveřejňován Transparency International. Nejdůležitější a poslední kapitola pojednává o korupci v České republice. Jsou zde nastíněny nejrůznější metody měření korupce ať již z pohledu mezinárodních institucí, či z pohledu široké veřejnosti. Zkoumána je zde také závislost růstu HDP a přílivu PZI na výši korupce. Kapitola je ukončena Strategií vlády v boji proti korupci na období let 2013 a 2014.

The thesis ‘Corruption in the Czech Republic’ does not only deal with theoretical research of corruption but it is also focused on the presence of corruption in the Czech Republic and the elimination of this phenomenon since the topic of corruption has been more and more actual nowadays. This thesis is divided to three parts, excluding introduction and conclusion. The second chapter deals with the theoretical definition of corruption. It does not only contain the definition according to different international institutions or authors, but also corruption as an expression understood from ancient philosophers’ and mediaeval scholars’ points of view. Neither the types and forms of corruption nor the causes and consequences of the issue can be neglected. The third chapter is focused on the corruption measurement and restriction possibilities from the point of view of international institutions and the European Union. Among the world's most widely used indexes of corruption measurement belong the corruption perception index (CPI), published annually by Transparency International. The last chapter, representing the most important part, deals with corruption in the Czech Republic. It outlines different kinds of methods for corruption measurements from the perspective of international institutions and general public. The influence of GDP growth and FDI inflows on the increase of corruption is investigated in this chapter as well. The chapter is concluded by the Government anti-corruption strategy for the years 2013 and 2014.
