Ceny bytů vybraného městského obvodu

Abstract

Diplomová práce je zaměřena na porovnání ceny nájmů a prodejních cen bytů, které byly svěřeny úřadu městského obvodu Ostrava – Jih s cenami nájmů a prodejních cen bytů ve vlastnictví tržního sektoru. Cílem práce je analýza a porovnání těchto dvou oblastí s vyhodnocením výhodnější formy bydlení. Dále diplomová práce uvádí doporučení, určené pro úřad městského obvodu Ostrava – Jih. Diplomová práce se skládá ze tří hlavní kapitol, úvodu a závěru. První kapitola popsuje význam, principy, subjekty a nástroje státní a obecní bytové politiky. Následující kapitola se zaměřuje na konkrétní vybranou oblast. Definuje rozdíl mezi nájemním bydlením v tržních podmínkách a v podmínkách úřadu tohoto obvodu včetně rozdílu realizovaných nájemních cen. Tato kapitola se také zabývá rozdílem v oblasti vlastnického práva k bytům a popisuje zásady prodeje bytů svěřených úřadu městského obvodu Ostrava – Jih. Opět také uvádí realizované prodejní ceny. Poslední třetí kapitola je zhodnocením celé práce. Zahrnuje vývoj nájemních i prodejních cen obecních bytů i bytů tržního sektoru a poskytuje doporučení pro úřad městského obvodu Ostrava – Jih.

This Master´s thesis focuses on the comparison of the renting and selling flat prices in the ownership of the Municipal District Council Ostrava-Jih and the renting and selling flat prices of the private market. It aims to analyse, compare and asses the types of ownership in these two sectors and recommend what is the best option. Further on it introduces a set of recommendations aimed at the Municipal District Council Ostrava-Jih. The thesis is composed of three main chapters, in addition to introduction and conclusion. The first chapter explains meaning, principles, subjects and tools of the housing policy at state and local level. The following chapter defines the differences between the renting prices in the market sector and in the public sector, which is represented by the Municipal District Council. This chapter also deals with the differences in the property law related to flat renting and describes the selling procedure of the Municipal District Council Ostrava-Jih. It also touches upon the final selling price of these properties. The third and last chapter offers the evaluation and overview of the analysis. It includes the development of renting and selling prices of flats in both public and private ownership and offers set of recommendations for the Municipal District Council Ostrava-Jih.
