Evaluace strukturální pomoci Evropské unie v regionu NUTS 2 Moravskoslezsko

Abstract

Cílem diplomové práce je v teoretické rovině představení základních východisek evaluace v kontextu politiky hospodářské a sociální soudržnosti Evropské unie a v praktické rovině pak zejména analýza realizace strukturální pomoci EU v regionu soudržnosti Moravskoslezsko prostřednictvím hodnocení čerpání finančních prostředků ze strukturálních fondů EU. V teoretické části práce je pozornost věnována evaluaci jako vědecké disciplíně, jsou zde rozebrány evaluační aktivity v návaznosti na strukturální fondy EU a charakterizována politika hospodářské a sociální soudržnosti EU. Dále je práce zaměřena na územní členění České republiky, rámec a cíle politiky soudržnosti EU v České republice v programovacím období 2007–2013, programovou strukturu politiky soudržnosti EU v České republice v programovacích obdobích 2007–2013 a 2014–2020, situační analýzu regionu soudržnosti Moravskoslezsko a jsou zde charakterizovány vybrané operační programy. Praktická část práce se zabývá analýzou životního cyklu dotace, cyklu čerpání finančních prostředků z fondů EU, věcného pokroku realizace strukturální pomoci a indikátorovou soustavou. Dále následuje analýza a hodnocení finančního a věcného pokroku realizace strukturální pomoci EU v regionu NUTS 2 Moravskoslezsko v programovacím období 2007–2013, konkrétně pro Regionální operační program Moravskoslezsko, Operační program Podnikání a inovace a Operační program Vzdělávání pro konkurenceschopnost.

The aim of diploma thesis is to present basic starting-points of evaluation in the context of economic and social cohesion of the European Union at theoretical level, and at practical level, in particular to analyze the implementation of EU structural assistance in NUTS 2 Moravia-Silesia region through the evaluation of drawing finances from EU structural funds. The theoretical part of thesis is focused on evaluation as a scientific discipline, there are discussed evaluation activities in relation to the EU structural funds and there is characterized the economic and social cohesion policy of the EU. The thesis is further focused on the territorial division of the Czech Republic, the framework and objectives of EU cohesion policy in the Czech Republic in the 2007-2013 period, the program structure of EU cohesion policy in the Czech Republic in the programming period 2007-2013 and 2014-2020, situational analysis of the Moravia Silesia region and there are characteristics of selected operational programmes. The practical part of thesis analyzes the grant life cycle, cycle of drawing finances from EU funds, substantive progress in the implementation of structural assistance and indicator system. This is followed by an analysis and evaluation of financial and substantive progress of the implementation of EU structural assistance in the NUTS 2 Moravia-Silesia region in the 2007-2013 period, specifically for the Regional Operational Programme Moravia-Silesia, Operational Programme Enterprise and Innovation and Operational Programme Education for Competitiveness.
