Využití strukturálních fondů EU v euroregionu Praděd za období 2007-2013

Abstract

Cílem bakalářské práce je ukázat na konkrétních projektech využití strukturálních fondů Evropské unie v rámci Euroregionu Praděd. Teoretická část práce poskytuje základní informace týkající se dané problematiky, kdy vymezuje základní pojmy: strukturální politika EU, strukturální fondy, fond soudržnosti, cíle a principy fungování strukturální politiky EU, euroregion, přeshraniční spolupráce a euroregiony v ČR. Praktickou část tvoří dvě části, a to praktické příklady vybraných projektů, a využití řešené problematiky v žurnalistice, kde je podrobně popsána situace obce Smržice v rámci získávání evropských dotací. Na základě zjištěných údajů je možné konstatovat, že v rámci regionálních operačních programů (ROP Střední Morava) i operačních programů přeshraniční spolupráce (OPPS Česká republika-Polská republika) bylo v programovacím období 2007-2013 zrealizováno mnoho projektů a z každého konkrétního popisu je zřejmé, že velká část peněz na realizaci byla vždy financována ze strukturálních fondů EU. Konkrétně se zde jedná o Evropský fond pro regionální rozvoj. Z toho vyplývá, že tyto realizované projekty by bez příspěvků Evropské unie nemohly být uskutečněny. Z žurnalistické části práce je také zřejmé, že i obce evropské peníze potřebují a řádně je využívají.

The aim of bachelor thesis is to show specific projects using the Structural Funds of the EU at Euroregion Praděd. The theoretical part of this thesis provides basic information on this issue which defines the fundamental terms: the structural policy of the EU, structural funds, cohesion funds, the objectives and principles of structural policy, euroregion, cross-border cooperation and euroregions in the Czech Republic. The practical part consists of two parts, practical examples of selected projects, and using solutions to issues in journalism, where is described in detail the situation in the village Smržice when obtaining European subsidies. Based on the data found, it is possible to state that within the regional operational programs (ROP Central Moravia) and the operational programs of cross-border cooperation (OPPS Czech Republic-The Republic of Poland) had been realized many projects in the programming period 2007-2013 and of each specific description is obvious that a large proportion of money for implementation has been financed from the Structural Funds of the EU. Specifically, it is the European Regional Development Fund. The result is that these projects could not be implemented without the contributions from European Union. From the journalistic part of the thesis, it is also evident that municipalities need the European money which they use properly.
