Posouzení efektivnosti vybraných nemocnic Moravskoslezského kraje metodou DEA

Abstract

Cílem této práce je posoudit efektivnost vybraných nemocnic Moravskoslezského kraje pomocí DEA modelů a navrhnout opatření pro neefektivní jednotky, která by vedly k posunu na efektivní hranici. První část této práce obsahuje teoretické vymezení pojmu efektivnost, včetně popsání různých způsobů výpočtu efektivnosti. Dále jsou zde rozebrány jednotlivé DEA modely a to jak standartní, tak rozšířené. Druhá část práce obsahuje ekonomickou charakteristiku vybraných nemocnic, ve které jsou popsány jednotlivé nemocnice z hlediska základních ekonomických charakteristik, mezi které patří náklady, výnosy apod. V poslední, třetí části práce je již provedena samotná DEA analýza. Za pomocí modelu BCC, CCR a modelu Super efektivnosti jsou jednotlivé nemocnice posouzeny z hlediska vstupů a stejně tak z hlediska výstupů. Mezi vstupy, které byly zahrnuty do modelů, patří např. počty odpracovaných hodin jednotlivých skupin zaměstnanců v nemocnicích. Naopak výstupem je např. počet hospitalizovaných pacientů. Výsledkem práce je vyhodnocení nemocnice č. 3 jako nejvíce efektivní a naopak nemocnice č. 1 jako nejméně efektivní. Z hlediska typu modelů je dosaženo více efektivních jednotek při použití CCR modelů. V závěru je pak provedeno výsledné shrnutí a navrženo případné rozšíření možností této práce.

The aim of this work is to evaluate the effectiveness of selected Moravian-Silesian region hospitals using DEA models and to propose measures for inefficient units that would lead to a shift to an effective border. The first part of this work contains a theoretical definition of the concept of efficiency, including describing different ways of calculating efficiency. In addition, individual DEA models are analyzed here, both standard and widespread. The second part of the thesis contains the economic characteristics of selected hospitals in which individual hospitals are described in terms of basic economic characteristics, including costs, revenues etc. In the last, third part of the thesis DEA analysis itself is already performed. Using the BCC, CCR and Super Efficiency Model, individual hospitals are assessed from the point of view of inputs and from the point of view of outputs. The inputs included in the models include, for example, the number of hours worked per group of staff in hospitals. On the contrary, the outcome is the number of hospitalized patients. The result of the work is the evaluation of Hospital No. 3 as the most effective and on the contrary Hospital No. 1 as the least effective. In terms of model type, more efficient units are achieved using CCR models. In conclusion, the final summary is made and a possible extension of the possibilities of this work is proposed
