Zhodnocení implementace elektronizace zdravotnictví v České republice a ve Švédsku

Abstract

Diplomová práce se zabývá zhodnocením implementace eHealth v České republice a ve Švédsku. V současné době je velký zájem o elektronizaci a digitalizaci dat v mnoha oborech lidského působení. Elektronizace přináší jak úsporu časovou, tak úsporu finanční. Zdravotnictví je důležitou částí společnosti, je na něj vynakládáno mnoho finanční prostředků, a nejen proto je vhodné hledat úspory a větší efektivnost. V diplomové práci je popsán eGovernment a eHealth v České republice a ve Švédsku. Cílem práce je zhodnocení implementace eHealth v ČR a ve Švédsku. V rámci diplomové práce jsou řešeny dvě hypotézy H1 a H2 ve znění: H1 – stát, který má vyspělé eHealth nabízí lepší dostupnost, úroveň a kvalitu zdravotnictví, H2 – pro zavedení a realizaci eHealth jsou nutné národní strategie. V diplomové práci je provedena analýza vybraných elektronických zdravotnických databází, analýza vybraných obecných zdravotnických ukazatelů, analýza ukazatelů eHealth, analýza stavu a implementace eHealth v obou porovnávaných zemích. Na základě provedených analýz jsou potvrzeny obě stanovené hypotézy. Ke splnění cíle jsou použity metody komparativní analýzy. Diplomová práce je založena na sekundární analýze dat ze statistik OECD, World Databank, WHO, Eurostat. Mezi další zdroje patří odborná literatura z oblasti veřejné sektoru, z oblasti zdravotnictví a odborné internetové zdroje, převážně webové stránky Ministerstva vnitra ČR, Ministerstva zdravotnictví ČR, Evropské komise aj.

This thesis deals with evalutation of the implementation of eHealth in the Czech Republic and Sweden. At present, there is a great interest in electronising and digitizing data in many fields of human activity. Electronization brings both time savings and financial savings. Healthcare is an important part of society, it has a lot of financial resources, and it is not only worthwhile to look for savings and more efficiency. The thesis describes eGovernment and eHealth in the Czech republic and Sweden. The aim of the thesis is to evaluate the implementation of eHealth in the Czech Republic and Sweden. The thesis deals with two hypotheses H1 and H2 in the following terms: H1 - a state that has advanced eHealth offers better accessibility, level and quality of health care; H2 - national strategies are necessary for implementation to eHealth. The thesis deals with analysis of selected electronic health databases, analysis of selected general health indicators, analysis of eHealth indicators, status analysis and implementation of eHealth in both countries. On the basis of the analyzes carried out, both hypotheses are confirmed. To meet the goal, comparative analysis methods are used. The thesis is based on secondary analysis of data from OECD, World Databank, WHO, Eurostat. Other sources include professional literature from the public sector, the health sector and specialized Internet resources, mainly the websites of the Ministry of the Interior of the Czech Republic, the Ministry of Health of the Czech Republic, the European Commission.
