Zhodnocení podpory produkce služeb s pozitivními externalitami na úrovni krajských měst

Abstract

Diplomová práce se zabývá zhodnocením podpory produkce služeb, které generují pozitivní externality. Cílem diplomové práce je zhodnocení organizačních a finančních forem podpory produkce služeb s pozitivními externalitami v oblasti školství, kultury a sportu v podmínkách krajských měst za období let 2013-2017. Na podporu dosažení stanoveného cíle jsou formulovány tři hypotézy. Hypotéza 1: Alokace výdajů krajských měst se v absolutní i relativní hodnotě za období 2013-2017 vyvíjí (rostou, klesají, stagnují) ve všech vybraných oblastech stejně jako celkové výdaje krajských měst. Hypotéza 2: Nejvýraznější dynamika růstu výdajů krajských měst za období 2013-2017 není vykazována v oblasti školství. Hypotéza 3: Menší krajská města vynakládají ve sledovaném období 2013-2017 vyšší výdaje na jednoho obyvatele ve sledovaných oblastech oproti větším krajským městům. Diplomová práce je rozdělena do pěti kapitol. Teoretická část práce zahrnuje kapitolu druhou, která je věnována seznámení s problematikou pozitivních externalit. Rovněž jsou v kapitole přiblíženy vybrané oblasti - školství, kultura a sport. Praktická část práce zahrnuje kapitolu třetí a čtvrtou. Třetí kapitola je věnována institucionální a finanční analýze krajských měst. Čtvrtá kapitola obsahuje základní popis a analýzu pěti vybraných proměnných. Dále je provedena analýza dynamiky a korelační analýza vybraných proměnných. Kapitola končí shrnutím zjištěných poznatků a ověřením stanovených hypotéz. V diplomové práci jsou uplatněny metody horizontální a vertikální komparativní analýzy institucionální a finanční alokace realizované 12 krajskými městy za období 2013-2017, zejména je hodnocena dynamika proměnných dle průměrného absolutního přírůstku a průměrného koeficientu růstu, a také korelační vztah mezi proměnnými dle Pearsonova korelačního koeficientu.

The theses deals with the evaluation of the support for production of services, which generate positive externalities. The aim of the theses is to evaluate the organizational and financial forms of the support for production of services with positive externalities in the field of education, culture and sport in the conditions of regions´ cities for the period 2013-2017. Three hypotheses are formulated to support the goal. Hypothesis 1: Allocation of regions´ cities expenditures is developing (rising, falling, stagnating) in all selected areas as well as the total expenditure of regions´cities in absolute and relative terms for 2013-2017. Hypothesis 2: The most significant growth rate of regions´ cities expenditures for the period 2013-2017 is not in the area of education. Hypothesis 3: In the monitored period 2013-2017, smaller region´ cities spend higher expenditures per person in the monitored areas compared to larger region´ cities. The theses is divided into five chapters. The theoretical part of the theses includes the second chapter, which deals with the problems of positive externalities. Also the chapter deals with selected areas - education, culture and sport. The practical part of the theses includes the third and fourth chapter. The third chapter is devoted to institutional and financial analysis of regions´ cities. The fourth chapter contains a basic description and analysis of five selected variables. The fourth chapter is devoded to analysis of dynamics of selected variables as well as correlation analysis of selected variables. The chapter ends with a summary of the results and verification of the hypotheses. In the theses are applied methods of horizontal and vertical comparative analysis of institutional and financial allocation realized by 12 regions´ cities for the period 2013-2017.
