Měření vybraných decouplingových indikátorů v rámci Evropské unie

Abstract

Diplomová práce se zabývá měřením vybraných decouplingových indikátorů v Evropské unii (EU). Primárním cílem je zjistit, zda EU a jednotlivé členské státy dosahují decouplingu emisí skleníkových plynů (GHG) a domácí spotřeby materiálu (DMC) od hrubého domácího produktu (HDP). Významný indikátor zastupující stranu vstupu je produktivita zdrojů. Stranu výstupu reflektuje indikátor podílu HDP a GHG.

Práce je rozdělena na tři základní části. První část je teoretická a další dvě části praktické. Teoretická část se zabývá konceptem udržitelného rozvoje, za jehož nástroj je považován také decoupling. Nedílnou součástí této kapitoly jsou také monitorovací indikátory udržitelného rozvoje a decouplingu, jejich popis, charakteristika a vysvětlení.

Praktická část práce je věnována měření decouplingu. Pro popis vztahů indikátorů DMC a GHG, jsou v práci vytvořené dva modely lineární regresní analýzy. Pro konstrukci modelu je aplikovaná metoda nejmenších čtverců. V této části je také porovnáván růst indikátorů DMC a GHG s růstem HDP a na základě tohoto srovnání je odhalena existence decouplingu či couplingu, jeho charakter a rozsah. Výsledky analýzy a srovnání jsou shrnuty v závěru práce, spolu s doporučením pro přiblížení se trajektorii udržitelného rozvoje.

The thesis deals with the measurement of selected decoupling indicators in the European Union (EU). The primary aim is to discover if the EU and each Member State achieve decoupling of greenhouse gas emissions (GHG) and domestic material consumption (DMC) from gross domestic product (GDP). The significant indicator representing the side of input is resource productivity. Output is represented by the ratio of GDP to GHG.

The thesis is divided into three basic parts. The first part is theoretical and the other two are practical. The theoretical part deals with the concept of sustainable development using decoupling as the main instrument. The monitoring indicators of sustainable development and decoupling are also included in this chapter, along with a description and explanation of them and their characteristics.

The practical part is devoted to the measurement of decoupling. Two models of linear regression analysis were created for analysing the relationships between indicators of DMC and GHG. The least squares method is applied to construct the model. In this chapter, the development of DMC and GHG indicators is compared with the development of GDP. The existence of decoupling or coupling, along with their characteristics and extent, are determined by means of this comparison. The results of the comparison and analysis are summarized at the end of the work, along with recommendations for moving closer towards the path of sustainable development.
