Příjmy vybrané obce spojené s výkonem státní správy

Abstract

Bakalářská práce se zabývá příjmy spojených s výkonem státní správy. Hlavním cílem bakalářské práce je zhodnocení příjmů spojených s výkonem státní správy města Zubří v kontextu s vybranými příjmovými a výdajovými položkami územního rozpočtu za období let 2008-2019. K dosažení cíle je použita horizontální a vertikální finanční analýza rozpočtu a následná identifikace příjmů spojených s výkonem státní správy města Zubří. Práce je rozdělena na dvě části, teoretickou a praktickou. Teoretická část se zabývá přenesenou působností obcí v kontextu veřejné správy, její organizační strukturou, základním členění obcí dle jejich působností a následné vymezení výkonu státní správy. Praktická část je zaměřena na hospodaření daného města dle rozboru jednotlivých položek příjmů a výdajů rozpočtu. Součástí je identifikace příjmů jednotlivých výkonů státní správy. Následně je zhodnocena situace města a navržení doporučení na případné zlepšení.

The bachelor's thesis deals with revenues associated with the performance of state administration. The main goal of the bachelor's thesis is to evaluate the revenues associated with the performance of the state administration of the city of Zubří in the context of selected revenue and expenditure items of the territorial budget for the period 2008-2019. To achieve the goal, a horizontal and vertical financial analysis of the budget and subsequent identification of revenues associated with the performance of the state administration of the city of Zubří is used. The work is divided into two parts, theoretical and practical. The theoretical part deals with the delegated powers of municipalities in the context of public administration, its organizational structure, the basic division of municipalities according to their powers and the subsequent definition of the performance of state administration. The practical part is focused on the management of the city according to the analysis of individual items of revenue and expenditure of the budget. Part of this is the identification of revenues of individual state administration services. Subsequently, the situation of the city is evaluated and recommendations for possible improvement are proposed.
