Dobrovolná spolupráce obcí

Abstract

Cílem diplomové práce s názvem „Dobrovolná spolupráce obcí se zaměřením na vybrané obce Pardubického kraje“ je charakterizovat právní úpravu dobrovolné spolupráce obcí, důvody spolupráce a potřeby spolupráce obcí. Diplomová práce je rozdělena do dvou částí – teoretická část a praktická část.

Teoretická část je zaměřena na obecnou problematiku obcí a jejich potřeb, tuzemskou právní úpravu a závazné mezinárodní dokumenty. V této části jsou rovněž popsány tři základní formy dobrovolné spolupráce obcí – bilaterární partnerství, dobrovolné svazky obcí a spolupráce formou euroregionu. Součástí teoretického základu je rovněž uvedení seznamu euroregionů a dobrovolných svazků obcí v Pardubickém kraji.

Aplikační část se zabývá dobrovolnou spoluprací vybraných obcí z Pardubického kraje – městy Česká Třebová a Ústí nad Orlicí. Jsou zde analyzovány všechny zmíněné formy spolupráce těchto měst, důvody spolupráce a samotný proces spolupráce. Jako součást této analýzy byl proveden i polostrukturovaný rozhovor se starosty obou měst. V závěru práce jsou představena doporučení pro tyto vybrané obce.

The aim of the diploma thesis „Voluntary cooperation of municipalities with a focus on selected municipalities in the Pardubice region“ is to characterize legislation of voluntary cooperation of municipalities, the reasons of cooperation and the needs of municipalities cooperation. The diploma thesis is divided into two parts – theoretical part and application part.

The theoretical part is focused on general issues of municipalities and its needs, Czech legislation and binding international acts. There are also main three forms of voluntary cooperation of municipalities described – town twinning, voluntary association of municipalities and form of cooperation in Euroregion in this part. As a part of theoretical basis there is a list of Euroregions and the list of voluntary association of municipalities in the Pardubice region.

The application part deals with voluntary cooperation of two municipalities in the Pardubice region – towns Česká Třebová and Ústí nad Orlicí. There are all mentioned forms of cooperation of these municipalities analyzed as well as the reasons to cooperate and the cooperation process itself. As a part of this analysis, the semi-structured interview with mayors of both municipalities was conducted. In conclusion, there is a recommendation for these selected municipalities presented.
