Hodnocení výkonnosti vybraných veřejných služeb v zemích Evropské unie

Abstract

Tato diplomová práce se zabývá hodnocením výkonnosti vybraných veřejných služeb v zemích Evropské unie za období let 2017–2022. Zaměřuje se na oblasti zdravotnictví, školství a sociálních služeb. Cílem diplomové práce je zhodnotit výkonnost těchto vybraných veřejných služeb v zemích Evropské unie. Cíle je dosahováno pomocí kvantitativní metody CRITIC a metody váženého součtu, také metody analýzy, dedukce, komparace a syntézy. Samotný výzkum je rozdělen na skupiny zemí EU dle tradičního modelu veřejné správy na francouzskou, německou, anglosaskou a skandinávskou tradici. Z výzkumu vyplývá, že v oblasti školství je nejvýkonnější zemí Francie. Naproti tomu Kypr se až na rok 2021 umístil na opačné straně škály. V oblasti zdravotnictví je nejvýkonnější zemí Německo. Naproti tomu Irsko se až na rok 2020 umístilo na opačné straně škály. V oblasti sociálních služeb je nejvýkonnější zemí Německo. Naproti tomu Malta se až na rok 2020 a 2021 umístila na opačné straně škály. Země, které jsou méně výkonné, by se měly snažit posílit objem veřejných výdajů v jednotlivých oblastech, ačkoli je toto podmíněno také počtem obyvatel a politickou situací v zemích.

This master thesis evaluates the performance of selected public services in the European Union countries for the period 2017-2022, focusing on health, education and social services. The aim of the thesis is to evaluate the performance of these selected public services in the European Union countries. The objective is achieved by using the quantitative CRITIC and weighted sum methods, also the methods of analysis, deduction, comparison and synthesis. The research itself is divided into groups of EU countries according to the traditional public administration model into French, German, Anglo-Saxon and Scandinavian traditions. The research shows that France is the best performing country in the field of education. In contrast, Cyprus is on the opposite side of the scale except for 2021. In health care, Germany is the best performing country. By contrast, Ireland is on the other side of the scale, except for 2020. In social services, Germany is the best performing country. By contrast, Malta is on the other side of the scale except for 2020 and 2021. Countries that are underperforming should seek to increase public spending in particular areas, although this is also conditional on population size and the political situation in the countries.
