Předpoklady kooperace veřejné správy a domácností v komunitní energetice

Abstract

Diplomová práce se zabývá předpoklady pro implementaci komunitní energetiky v obci. Cílem je, sumarizovat a zhodnotit předpoklady pro její realizaci, vyhodnotit je na příkladu města Petřvald. Předpoklady pro implementaci jsou rozděleny do tří zásadních skupin. Tato práce se zaměřuje na předpoklady legislativní, sociálněpolitické a ekonomické. Druhým cílem je syntetizovat nový model kategorizace povahy závazku v komunitní energetice.

Aby byly tyto předpoklady ověřitelné a měřitelné, byl sestaven dotazník pro domácnosti (zaměstnance nebo obyvatele města). Byly užity informace ze systému Monitor státní pokladny pro analýzu dynamiky časových řad rozpočtu. Pro verifikace postoje managementu města byly analyzovány strategické dokumenty. Na základě těchto výsledků byly formulovány návrhy pro další postup. Práce sestává ze dvou částí, tedy části teoretické a části praktické. Teoretická část zpracovává poznatky z vybraných oblastí legislativy, energetiky, předpokladů komunitní energetiky a její definice, a vybraných modelů komunitní energetiky. Celá tato část vychází zejména ze zahraniční, a české odborné literatury. V praktické části představuji město Petřvald, dále užitou metodologii, východiska pro dotazník, analýzu dynamiky časových řad, deskriptivní analýzu strategických dokumentů města, výsledky a vyhodnocení dotazníků. Výsledky výzkumu zjistily, že pro budoucí implementaci je nutná osvěta a zvyšování informovanosti mezi občany města. Dále je vhodné reflektovat současné priority managementu města a konstatovat, že město Petřvald nemá komunitní energetiku jako prioritu. Nový model kategorizace povahy závazku přináší pohled na povahu závazku vůči komunitě na základě následujících faktorů: instalace výrobny jako společného nebo soukromého vlastnictví, aspekt spolužití s ostatními a vliv na flexibilitu a přísnost pravidel, nastiňuje rizika při rozkolu v komunitní energetice. Závěrem jsou diskuze a omezení výzkumu.

Přínos práce tkví v zhodnocení předpokladů nutných pro aplikaci takovéhoto projektu. Použitelnost je zejména na úrovní obcí a měst, které se zabývají možnou implementací komunitní energetiky.

The thesis deals with the prerequisites for the implementation of community energy in a municipality. The aim is to summarize and evaluate the prerequisites for its implementation, to evaluate them on the example of the town of Petřvald. The prerequisites for implementation are divided into three main groups. This paper focuses on legislative, socio-political and economic preconditions. The second objective is to synthesize a new model for categorizing the nature of commitment in community energy.

In order to make these assumptions verifiable and measurable, a questionnaire for households (employees or residents of the city) was designed. Information from the Treasury Monitor system was used to analyze the time series dynamics of the budget. Strategic documents were analysed to verify the attitude of the city management. Based on these results, suggestions for further action were formulated. The thesis consists of two parts, i.e. a theoretical part and a practical part. The theoretical part elaborates knowledge from selected areas of legislation, energy, assumptions of community energy and its definition, and selected models of community energy. The whole part is based mainly on foreign and Czech literature. In the practical part I present the town of Petřvald, the methodology used, the background for the questionnaire, the analysis of time series dynamics, the descriptive analysis of the strategic documents of the town, the results and evaluation of the questionnaires. The results of the research found that education and awareness raising among the citizens of the city is necessary for future implementation. Furthermore, it is appropriate to reflect the current priorities of the city management and to conclude that the city of Petřvald does not have community energy as a priority. The new model of categorizing the nature of commitment provides insight into the nature of commitment to the community based on the following factors: the installation of the generation plant as a common or private property, the aspect of cohabitation with others and the impact on flexibility and strictness of rules, outlines the risks in the breakdown of community energy. We conclude with a discussion and limitations of the research.

The contribution of the paper lies in the assessment of the prerequisites necessary for the application of such a project. The applicability is particularly at the level of municipalities and cities that are considering the possible implementation of community energy.
