Státní podpora vývozu v České republice

Abstract

Diplomová práce se věnuje státní proexportní politice ČR. Jejím cílem je seznámit čtenáře s vývojem zahraničního obchodu v České republice a s problematikou státní podpory vývozu. Začátek práce popisuje teoretická východiska zahraničního obchodu. Jsou zde charakterizovány jednotlivé teorie zahraničního obchodu, příčiny jeho existence nebo úloha zahraničního obchodu v ekonomice. Třetí kapitola je zaměřena na zahraniční obchod ČR, jeho význam a postavení v české ekonomice, institucionálně-právní východiska a rovněž na teritoriální a komoditní strukturu českého exportu a importu. V úvodu kapitoly jsou zároveň stručně charakterizovány důležité mezníky, které ovlivnily vývoj českého zahraničního obchodu. Pro porovnání jednotlivých údajů byla zvolena časová dimenze let 1993 a dále pak 2003 – 2009, tedy první rok vzniku samostatné České republiky a následně období těsně před vstupem ČR do EU až do současnosti. Ve čtvrté kapitole, která se zabývá významem proexportní politiky v ČR, jsou uvedeny specializované státem podporované instituce, jako je například Česká exportní banka, Exportní garanční a pojišťovací společnost nebo agentura CzechTrade, které představují páteř státní podpory exportu v ČR. Tato kapitola se taktéž věnuje Exportní strategii ČR pro období 2006 – 2010, prostřednictvím které je v současné době naplňována proexportní politika. V souvislosti s exportní strategií popisuji její vizi, cíle a projekty, prostřednictvím kterých má být dosaženo stanovených cílů.

This thesis disserts on state pro-export policy in the Czech Republic. The aim of my thesis is to introduce the development of foreign trade of the Czech Republic as well as export promotion. At the beginning of my work I describe theoretical resources of foreign trade. Individual theories of foreign trade are presented here, reasons for its existence and the function of foreign trade in economy. Chapter three focuses on the foreign trade of the Czech Republic, its importance and position within Czech economy, as well as institutional and legal resources. The Chapter also deals with territorial and commodity structure in the Czech export and import. At the beginning of the chapter I give synopses of important factors which influenced the development of the Czech foreign trade. To evaluate individual data I have focused on the periods of 1993 and the period of 2003 – 2009, which is the first year of the existence of an independent republic and the following period before the entrance of the republic to the European Union up to the present day. In Chapter four dealing with the significance of the Czech pro-export trade policy, specialized state institutions are given, such as The Czech Export Bank, The Export Guarantee and Insurance Corporation (EGAP) or The Czech Trade Promotion Agency (CzechTrade) that are the backbone of state pro-export assistance of the Czech Republic. This chapter also deals with the Czech export strategy in the period 2006 – 2010, which is the main tool of the pre-export policy at present. In context of the export strategy I present a description of its vision, objectives and projects leading to meeting goals.
