Financování domovů pro seniory

Abstract

Tato diplomová práce se zabývá tématem: Financování domovů pro seniory. Cílem diplomové práce bylo zhodnotit, změnu financování domovů pro seniory po přijetí nového zákona č. 108/2006 Sb., o sociálních službách. K tomuto zhodnocení je využito hospodaření 8 domovů pro seniory. Hypotéza: Z důvodů přijetí nového zákona č. 108/2006 Sb., o sociálních službách se v období let 2007 až 2009 se zvýšily v domovech pro seniory počty klientů ve vyšších stupních závislosti. Klienti, kteří se nacházejí ve vyšším stupni závislosti, jsou schopní pokrýt příspěvkem na péči a vlastní úhradou za stravné a ubytování, téměř nebo zcela své náklady na péči. Z toho důvodu jsou pro domovy pro seniory „ekonomicky výhodnější.“ Diplomová práce je členěna na dvě části a to na teoretickou a praktickou. Teoretická kapitola diplomové práce bude systematicky členěná na dvě části. Teoretická diplomová práce se zabývá sociálními službami, legislativní úpravou sociálních služeb do konce roku 2006, kdy sociální služby upravoval zákon č. 100/1988 Sb., o sociálním zabezpečení, ve znění pozdějších předpisů a novým zákonem č. 108/2006 Sb., o sociálních službách, ve znění pozdějších předpisů a také se bude věnovat příspěvku na péči, jako novému způsobu financování. Dále se zaměří na příspěvkovou organizaci, domovy pro seniory, její zřizovatele a zdroje financování domovů pro seniory. Praktická část diplomové práce je rozdělena do dvou kapitol. První kapitola praktické diplomové práce analyzuje hospodaření domovů pro seniory, jejichž zřizovatelem je statutární město Ostrava. Druhá kapitola praktické části analyzuje pět modelových situací.

This thesis deals with the theme: Financing for homes for the elderly.
