Strukturální pomoc EU v rámci ROP regionů soudržnosti Moravskoslezsko a Střední Morava

Abstract

Diplomová práce se věnuje problematice využívání prostředků ze strukturálních fondů EU prostřednictvím operačních programů a dalších nástrojů v České republice. A následně jejich využití v regionech soudržnosti Moravskoslezsko a regionu Střední Moravy. Evropská unie nabízí řadu možností, jak podpořit hospodářský růst a zlepšit sociální situaci obcí pomocí prostředků ze strukturálních fondů.

Cílem této diplomové práce je charakterizovat a souhrnně analyzovat využívání prostředků strukturálních fondů EU v Moravskoslezském kraji a kraji Střední Moravy. Pro vypracování práce byly použity průběžné Měsíční monitorovací zprávy a Výroční zprávy o realizaci, poskytnuty z Regionálních rad zmíněných krajů. Hlavním cílem práce bylo provedení analýzy strukturální pomoci v období let 2007 – 2013 v Moravskoslezském kraji a v kraji Střední Moravy.

Diplomová práce je z hlediska struktury rozdělena do tří kapitol. První kapitola obsahuje význam, úlohu, cíle a postavení regionální politiky včetně jejich principů a nástrojů. Druhá kapitola obsahuje sociálně – ekonomický charakter Moravskoslezského kraje a kraje Střední Moravy. Pro naplnění cíle diplomé práce má stěžejní význam závěrečná kapitola zaměřující se na realizaci a zhodnocení čerpání finančních prostředků ze strukturálních fondů v Moravskoslezském kraji a v kraji Střední Morava. Hlavní část této kapitoly je věnovaná realizaci a zhodnocení projektů realizovaných v programovacím období 2007 – 2013.

The diploma thesis deals with problems of the use of the Europe Union Structural Funds through the Operational Programmes and other instruments in the Czech Republic. And then their use in regions Moravia-Silesia and region of Central Moravia.The European Union offers a variety of options to encourage economic growth and improve the social situation of countries using resources from the Structural Funds.

The aim of this thesis is to characterize and summary analyze use of the Europe Union structural funds in the Moravia-Silesia region and Central Moravia region. For the development work was used the Monthly monitoring reports and the Annual progress reports, provided by the Regional councils of those districts. The main intention of work was to analyze a structural assistance in the period 2007 - 2013 in the Moravia-Silesia region and in the Central Moravia.

The thesis is struzctured into the three chapters.The first chapter contains the meaning, the role, the aim and status of regional policy, including the principles and tools. The second chapter contains the socio - economic character of the Moravia-Silesia region and in the Central Moravia. To reach the aim of the diploma work is crucial final chapter focusing on the implementation and assess of use of funds from the Structural Funds in the Moravia-Silesia region and in the Central Moravia. The main part of this chapter is devoted to implementation and evaluation of projects implemented in the programming period 2007 - 2013.
