Abstract

The dissertation which is presented consists of two basic parts. The first part is more theoretical and it focuses on social apartments in genera!. It describes the historical development of the construction of these apartments until today. The following chronologically prepared legislative developments in residential care since 1948 shows how views on social issues and social care have developed even ideologically over the years and this is reflected in the improvement of this care, and of economic opportunities of the state. Emphasis is placed on the legal norms and their validity at the relevant time span.
