Úloha průmyslových zón v ekonomickém rozvoji České republiky

Abstract

Cílem této diplomové práce je shrnutí a zejména pak porovnání problematiky fungování průmyslových zón jako nástroje státní a regionální politiky v České a Polské republice.

Diplomová práce je rozdělena do tří základních kapitol. V první kapitole je představena úloha průmyslových zón v globalizované ekonomice. Důraz je zde kladen především na Evropskou unii a její podporu průmyslových zón prostřednictvím OP Podnikání a inovace. Druhá část diplomové práce je zaměřena na průmyslové zóny a jejich úlohu v ekonomickém rozvoji České republiky, přičemž je zde popsána historie vzniku těchto zón, jejich výhody a nevýhody a jednotlivé programy ČR na jejich podporu. V této kapitole jsou také popsány významné průmyslové zóny ve městě Ostrava. Ve třetí kapitole je popsáno poskytování veřejné podpory budování průmyslových zón v České republice, jejich financování jak ze strany státu tak regionů nebo měst. Jedná se zejména o investiční pobídky, které jednotlivé regiony a města poskytují pro přilákání přímých zahraničních investic. Součástí jsou i instituce pracující v této oblasti. Velmi důležitou částí této kapitoly je také nastínění problematiky průmyslových zón v Polské republice a srovnání jejich fungování jako nástroje státní a regionální politiky v České republice.

The aim of this thesis is a summary and comparison of issues especially the operation of industrial zones as an instrument of national and regional policy in the Czech Republic and Poland.

The thesis is divided into three basic chapters. In the first chapter there is introduced the role of industrial zones in the globalized economy. Emphasis is placed primarily on the European Union and its promotion of industrial zones by OP Enterprise and Innovation. The second part of the thesis is concentrated on the industrial zones and their role in the economic development of the Czech Republic and there is described the history of these zones, their advantages and disadvantages as well as various programs of their support in the Czech Republic. Significant zones in the city of Ostrava are described in this part. The third chapter describes the provision of public support for the development of industrial zones in the Czech Republic, their funding from both the state and the regions or cities. It is namely investment stimuli which are offered by regions and cities to attract foreign direct investment. The institutions working in this field are olso included. A very important part of this chapter is also an outline of the industrial zones problems in Poland and a comparison of their functioning as an instrument of national and regional policy in the Czech Republic.
