Hasičský záchranný sbor jako veřejná služba ve Zlínském kraji

Abstract

Diplomová práce se zabývá Hasičským záchranným sborem Zlínského kraje. Cílem této diplomové práce bylo analyzovat Hasičský záchranný sbor Zlínského kraje. Poukázala jsem na postavení příslušníka Hasičského záchranného sboru ČR v systému bezpečnostních sborů. Popsala vnitřní organizaci jednotek na území Zlínského kraje, akceschopností jednotek a služby, které vykonávají příslušníci hasičských záchranných sborů. Zaměřila jsem se na to, jakými činnostmi se zabývají jednotky požární ochrany, jaké je jejich financování. Analyzovala jsem finanční řízení Hasičského záchranného sboru Zlínského kraje. Financování hasičských záchranných sboru je z převážné části hrazeno ze státního rozpočtu a prakticky neexistuje kategorie zisku, tudíž pro analýzu nejsou použity klasické nástroje pro posuzování efektivnosti. Na místo toho je použita analýza výdajů a užitečnosti, na základě které je zjištěno, že zvyšování výdajů v konkrétních oblastech požární ochrany přináší užitek pro naši společnost. V poslední části své diplomové práce jsem uvedla výsledky výzkumného šetření a doporučení.

This thesis deals with the Fire Department of the Zlín Region. The aim of this thesis was to analyze the Fire Brigade of the Zlín Region. I pointed out the status of the Fire and Rescue Brigade of the security forces. She described the internal organization of units in the Zlin region's capacity to act units and services rendered by members of the Fire and Rescue Service. I have focused on such activities, to deal with the fire brigade, which is their funding. I analyzed the financial management of the Fire Brigade of the Zlín Region. Financing Fire and Rescue Service is largely funded from the state budget and virtually no category will, therefore, are not used for the analysis of standard tools for assessing effectiveness. Instead, it used the analysis of costs and utility, based on which it is found that spending increases in specific areas of fire protection brings benefits to our society. In the last part of my thesis, I introduced the results of the research and recommendations.
