Srovnání nezávislosti centrálních bank zemí V4

Abstract

Tato práce je zaměřena na aspekty nezávislosti centrální banky, která je důležitá pro řádné plnění její funkce a nesmí být omezována vládou či jinými státními orgány. Cílem práce je komparace de jure nezávislosti centrálních bank zemí Višegrádské čtyřky prostřednictvím tří různých indexů (GMT index, Cukiermanův index a L – S index). Práce obsahuje popis vzniku a vývoje centrálního bankovnictví v zemích Višegrádské čtyřky. Dále obsahuje definice nezávislosti centrální banky a jejich druhů. Také jsou zde uvedeny metody měření míry nezávislosti, se kterými se v poslední kapitole pracuje. Prostřednictvím těchto indexů bylo zjištěno, že všechny sledované centrální banky zemí Višegrádské čtyřky jsou nezávislé a nejvíce nezávislou je Maďarská národní banka. Česká národní banka a Národní banka Polska jsou trochu méně nezávislejší. Národní banka Slovenska je pak ze zemí Višegrádské čtyřky nejméně nezávislou centrální bankou.

This thesis is focused on aspects of central bank independence that is essential for the proper performance of its function and it has not to be restricted by a government or other government authorities. The goal of this work is to compare de jure independence of central banks of the Visegrad´s Four countries in three different indexes (GMT index, Cukierman´s index and L – S index). The work contains a description of the origins and the development of central banking in the Visegrad´s Four countries. It also contains a definition of the central bank independence and its species. Also, there are methods for measuring degree of independence in the last chapter. Through these indexes, it has been found that all the observed central banks of the Visegrad Four are independent and the most independent is the Hungarian National Bank. The Czech National Bank and the National Bank of Poland are a little less independent. The National Bank of Slovakia is of the Visegrad´s Four countries at least independent central bank.
