Management kvality v podmínkách vybraných statutárních měst

Abstract

Diplomová práce se primárně věnuje metodám zvyšujících kvalitu ve veřejné správě se zaměřením na model Common Assessment Framework, metodu benchmarking a jejich praktické aplikaci v podmínkách dvou vybraných magistrátů statutárních měst, přesněji Magistrátu statutárního města Karviná a Magistrátu statutárního města Přerov. Cílem diplomové práce je vyhodnotit přínosy a další možnosti uplatnění metod Common Assessment Framework a benchmarking v praxi magistrátů statutárního města Karviná a statutárního města Přerova v letech 2003 až 2010. Analýzou dosažených výsledků vybraných organizací dle modelu Common Assessment Framework a následnou komparací ukazatelů stanovených ve čtvrté kapitole této diplomové práce byl cíl diplomové práce naplněn, jelikož došlo k vyhodnocení přínosů metod Common Assessment Framework a bechmarking v praxi magistrátů Statutárního města Karviná a Statutárního města Přerova v letech 2003 až 2010. Za všechny přínosy lze jmenovat kupříkladu v případě modelu CAF fakt, že hodnocení provádějí vlastní zaměstnanci magistrátu, kteří jsou tudíž seznámeni s poměry uvnitř organizace, s tím související další pozitivum, kterém je neexistence externích nákladů při aplikaci obou metod (výjimkou je pouze členský příspěvek v Benchmarkingové iniciativě 2005, který činí 40.000 Kč ročně), dále pak vypracování Akčních plánů zlepšování se zaměřením na problematické oblasti zjištěné sebehodnocením či možnost porovnávání organizací pomocí metody benchmarkingu v konkrétních oblastech v delším časovém období. Metodou indukce byly odvozeny kladné a záporné stránky používání těchto dvou metod a jejich vzájemné kombinace.

Diploma thesis is deals with the problem: Methods of enhancing the quality of public administration with a focus on the model Common Assessment Framework, a method of benchmarking and its practical application in terms of selected statutory cities, specifically the Municipality of Karvina and the Municipality of Prerov. The aim of this thesis is to assess the benefits and possibilities of other methods, the Common Assessment Framework and Benchmarking in practice the Municipality of Karvina and the Municipality of Prerov from 2003 to 2010. Analysis of the results of the model Common Assessment Framework in selected organisations and the comparison of the parameters set in the fourth chapter of this thesis has fulfilled the aim of the thesis. For all the benefits we can mention, for example in the case of CAF fact that the evaluation carried out by the municipality's own employees, who are therefore familiar with the situation within the organization, ,the absence of external costs in applying the two methods, then develop action plans for improvement with a focus on problem areas identified self-assessment and the ability to compare the methods organizations use benchmarking in specific areas over a longer period of time. Methods of induction were derived positive and negative aspects of these two methods and their combinations.
